Research On The Pattern Of Time Bank Mutual Elderly Care Of Urban Communities

Since 21^st century,China's aging process has been gradually accelerating.Problem of nursing the old is not only a problem faced by our country,but also an important problem faced by the world generally.The successive development strategies Beijing"9046"and Shanghai"9037"show us that families still take the main responsibility.However,miniaturization of family pattern in the pension function weaken gradually has become a reality,the development of the rigid pension agencies also failed to effectively solve the problem of social endowment,social endowment problem come into a dilemma.Under these circumstances,more and more attention is being paid to the advantages of communities,which also bear part of the responsibility of caring for the old.The mode of home based services with communities playing the dominant role has begun to rise.But due to the current economic development level and the restriction of city community constructions,the function of urban community endowment service didn't get into full played.In recent years,in many urban communities arose some small organizations which use the resources of the communities to provide mutual care services for each other.“Time bank"is the most typical mode of mutual care among the old."Time bank"advocating the concept of reciprocity and mutual benefit,is the carrying out of traditional Chinese mutual aid merit.Service provided in this mode is compensable.It reflects not only the spirit of service for others,but for others'help to oneself in the future.It is a mode of"give today,get tomorrow".Instead of only waiting to be served,the elderly play a significant role in this mode.This paper studies the"time bank"mutual endowment patterns,taking Zibo city as an example.The full text is divided into six parts.The first part is introduction,including the research background and significance,research status at home and abroad,the research content and method,innovation points and deficiencies.The second part introduces definitions of relevant concepts and theoretical basis,including the community care,mutual pension,time bank,social exchange theory,the welfare pluralism theory and Maslow's hierarchy of needs.By introducing these definitions,a theoretical foundations laid for the following study on"time bank".The third part includes the introduction of"time bank"mutual endowment mode,its necessity and feasibility.It introduces the origin of"the time bank"mutual aid endowment,its operation and characteristics,and analyzes the necessity and feasibility of its development in China.The fourth part analyzes some cases in which"time bank"mutual endowment model is applied,with Yingchunyuan community in Zhangdian District and Yiyuan County as examples.Based on the analysis of the practice,it summarizes the problems existing in the two cases.The fifth part introduces some examples of"time bank"model in Japan,America and Britain,and suggests some experience be applied to our country's practice.The sixth part gives suggestions on how to apply“time bank”mode.Efforts should be made from five aspects:more support given by the government,more volunteers attracted to help;professional training provided for the volunteers and the opening up and maintenance of“time bank”mode.
