Our country is rich in human resources.The development of human resources is fundamental to people's livelihood and is also a policy to strengthen China.As an important part of China's labor force,the new generation of migrant workers is also a special human resource.Their quality determines economic growth and also affects people's adaptability.If the new generation of migrant workers have a higher level of comprehensive quality,they will be able to find jobs faster and integrate into the urbanization process more smoothly,which will further promote industrial structure upgrading and China's economic development,also promote the rural revitalization.So,the development of human resources for the new generation of migrant workers has become a key work under the background of new era,which needs to be implemented as soon as possible.However,due to the lack of human resources development for the new generation of migrant workers,the comprehensive competitiveness of a large number of migrant workers in the market is at a low level.Therefore,it is necessary for government departments to use their functions and powers to regulate and control,so as to enhance the work skills and professional quality of the new generation of migrant workers.In this paper takes the new generation of migrant workers in Guiyang City as a subject of study.The paper analyzes the actual situation of human resources development of the new generation of migrant workers in Guiyang City by means of questionnaire survey,and summarizes some problems existing in the current process from the survey results.such as,The overall cultural quality is not high,the human capital stock is insufficient;the learning and training channels are single,and the vocational skills and practical energy saving are lacking.Then,on that basis,this paper analyzes the performance and causes of government behavior anomie in the human resources development of the new generation of migrant workers in Guiyang.Finally,from the perspective of government behavior,Specifically,to strengthen the effectiveness of government action,to provide policy guarantee;Exerting the support of government behavior to human resources development fund;The government should strengthen the training behavior of the new generation of migrant workers in human resources development and perfect the market supervision mechanism to strengthen the government's market supervision behavior.Therefore,this research can not only provide suggestions for improving the government's behavior in human resource development in Guiyang,but also has reference significance for similar research.
