Research On Collaborative Governance Of Multiple Subjects In L Community In Changsha

Along with the development of China's economy and society,the continuous advancement of urbanization strategy,and the community as a place for citizens to live,how to manage the community has become one of the major problems facing China's current social governance,just as General Secretary Xi Jinping wrote in the report of the19 th National Congress of the Communist Party of China.It is pointed out: "Strengthening the construction of community governance system,promoting the downward shift of the focus of social governance to the grassroots level,giving play to the role of social organization,realizing the government governance and social regulation,and the benign interaction of residents' autonomy" has become the direction and theoretical guidance of community development.Research is of great significance.This paper takes the L community in Changsha as the research object,firstly expounds the related concepts of community governance,governance model and collaborative governance,and takes the theory of governance,the theory of collaborative governance and the theory of new public service as the theoretical basis,combined with typical case analysis and synthesis.Using literature research method,questionnaire survey method and observation method,the problems,causes and countermeasures of the multi-agents of L community in Changsha are studied in the current governance of the community.It is believed that L community governance has the following problems: each subject is in politics,and the localism tends to be obvious;the disorder is governed,and the overall coordination is not in place;the responsibilities of each subject in governance are “missing” and “offside”;the governance tools are fragmented and staged;The situation of excessive administrative intervention in the process of governance is serious.The main causes of the above problems are: First,the contradictions and governance dilemmas of the governance of each subject.It is reflected in the unclear boundary of duties,the contradiction between the logic of power operation,and the imbalance of rights and obligations among various subjects.Second,the disorder of governance caused by the double dilemma of talent and communication is reflected in the rise of talent status andlabor costs,the lack of communication channels and the reduction of efficiency.Third,the lack of law and insufficient supply of the system are reflected in the imperfect governance system,the lack of institutional supply,and the imperfect cooperation mechanism.Fourth,the overall supervision and evaluation mechanism is weak,which is reflected in the scientific dilemma of supervision and evaluation,the weak professionalism of governance performance evaluation,and the governance dilemma of lack of supervision.Finally,on the basis of learning from the successful experience of foreign communities,it provides countermeasures for improving the governance of L community in Changsha: giving play to the guiding role of grassroots governments and neighborhood committees;improving the governance capacity of industry committees and community residents groups;and strengthening the service complement of market entities And several suggestions for adapting to overall governance.
