With the increasing trend of population aging,there is a shortage of pension resources,and the problems of traditional family and community home-based pension service mode are increasingly prominent,which has been unable to meet the needs of the elderly for diversified,convenient,and personalized pension services.Internet Plus home-based care services are accompanied by the rapid development of Internet,big data,cloud computing,Internet of things and mobile Internet,and the home-based care services are deeply integrated.It uses Internet thinking and technology to innovate the supply and supervision of home-based care.By changing the transmission mode,strengthening the integration of resources,improving the efficiency of service management and other means,it breaks through the isolated obstacles of the traditional home-based care in terms of people,money,materials,resources and information,which upgrades into a new home-based care mode,and carries out multi-directional cooperation and co-governance to share the development results.As an emerging Internet City,Hangzhou has many Internet employees and Internet technology giants.It has a natural advantage in information technology.At the same time,as a city with a permanent population of more than 10 million,it is also facing a huge pressure of aging population.As a leading city in the Internet Plus field in China,Hangzhou has a developed economy and a large population,therefor it is very suitable for the pilot city of Internet plus community home care service.This paper first describes the development process of aging in China and its consequences.The surge of aging population has an impact on China's economic development and social prosperity.Then it analyzes and discusses the measures of Internet Plus community home care services at home at home.Then,based on the concepts of Internet Plus and community home-based care services,the theoretical basis of the study is put forward,and the conclusion is drawn that the development of Internet Plus community home-based care services is an inevitable product of social development and a beneficial exploration in line with theoretical experience.Secondly,under the background of Internet Plus,the development status of Hangzhou's urban community home care services is analyzed,and the pension related policies and applications in Hangzhou are studied.Taking Gongshu District as an example,the field survey was conducted to collect the needs of the elderly on home-based care services and make further analysis,and to analyze the existing problems and causes of home-based care services under the background of Internet Plus.Finally,through the analysis of the practice of the Internet Plus community home care service in the urban development of Hangzhou,it is concluded that there are problems at the policy level,the platform information level,the mass participation level and the coordination level of all parties,and the causes are analyzed.Based on the problems encountered in the practice of Internet Plus home care service in urban communities in Hangzhou,this paper puts forward corresponding countermeasures and suggestions.This paper constructively takes Hangzhou,a highly informational city,as the object,and finds a new way to analyze the home care problem of its urban community with the thinking of Internet Plus.On the basis of theoretical research and practical experience analysis,based on the difficulties and pain points in the development of elderly care,the construction of policy support system is proposed from multiple perspectives.On the basis of the above analysis and research,the author puts forward the summative thinking of comprehensive improvement and looks forward to the future.
