Research On The Performance Management System Of Grass-roots Staff From The Perspective Of Competency Model

Grass-roots governments face many difficulties in the traditional performance management process.By referring to the relevant theories and methods of competency model,the performance management of grass-roots staff has certain advantages compared with the traditional performance management.It can improve the accuracy and scientific nature of performance management by studying the external and internal competency characteristics of staff.Taking Z Bureau of G city as an example,the competency model of grass-roots staff is constructed by using the methods of literature research,questionnaire survey and the depth interviews,which includes 5 dimensions and 20 competencies.The exploratory factor analysis method is used to verify the competency model.The results show that the competency model has high reliability and validity,which indicates that it has high application value.According to the competency model,this paper uses AHP to give weight to the competency indicators,and then constructs the performance management system of grass-roots staff from the perspective of competency model,and expounds the various links and effective implementation strategies of the management system.From the perspective of competency model,the performance management system of grass-roots staff fully combines the post characteristics and ability requirements of grass-roots staff,which can help the grass-roots government to grasp the comprehensive qualities of staff more accurately,so as to implement more targeted managements for them,and also help staffs to know themselves more in detail and improve themselves,which has practical and developmental advantages.
