This paper will examine the core competency of the Parliamentary staff of Myanmar based on their levels of knowledge,attitude and skills.Myanmar parliament has three houses namely Pyithu Hluttaw(Lower House),Amyotha Hluttaw(Upper House)and Pyidaungsu Hluttaw(Union Assembly).Each house has its own parliamentary secretariat.As the functions and responsibilities of secretariat are similar to each other,the research will be done only for the secretariat of Pyithu Hluttaw to identify overall performances and core competencies of the parliamentary staff.In order to identify the core competencies,survey questionnaires will be developed to tap into the level of knowledge,attitude of skills of the staff ranging from Senior Clerks to the Director General and the results will be calculated and analyzed using SPSS statics system.The findings of the survey will then be assessed through scholarly researches and appropriate recommendations will be presented on how to improve the areas of weakness and how the parliament should develop the core competencies of the staff so that the parliamentary staff will become more efficient,more capable and more professional in helping the nation in its transformation towards democracy.
