The Theoretical proposition of governance structure and organizational development in the field of corporate research and government research has made great progress. Research in the field of social organizations on governance structure and organization development is still rare. In perspective, there are still limitations methods, levels and so on. Social service agencies are an important component of social organization, It plays an increasingly important role in optimizing social governance, strengthen social construction, and guide people to participate, fostering public space. The study of correlation and causality of governance structure and organizational development of social service agencies have important significance:On the one hand, expanding The governance structure and organizational development of theoretical propositions from the corporate and government research organizations into the field of social; On the other hand, research of "What kind of governance structures will be able to promote social service agencies to better adapt to the current social situation, resulting in a good performance, and thus achieve sustainable development", will be able to provide theoretical support and policy support for the development of social service agencies in China.Zhuhai city is selected for the survey, through the method of extracting 53 social service agencies sampling as a case, data were collected via a structured questionnaire study, In-depth study and analysis of organizational development of governance structures social service agencies is by the methods of quantitative research. The study found that:The first, Governance structure of social service agencies in Zhuhai, including the organizational foundation, internal governance, external governance and governance performance. organizational basis including the target category, sponsored form, organization and management. Internal governance including members’features, authority and decision-making, motivation, training and other; external governance, including access to resources, services, information disclosure, and government cooperation in four areas; governance performance from the possession of resources, financial situation and the social utility.Secondly, Zhuhai social service agencies through their own training and development, promote and support the rise in Zhuhai. Which provides a wide range of professional services in the convenience and benefit, serving to help the elderly, child care, etc. Society organizations play an important role in social governance, promote modernize governance capability. Overall, Zhuhai social service agency is still in early development, there are still many problems and difficulties. But it is undeniable, in Zhuhai City, more and more social service agencies appeared on the stage of social governance and grassroots construction, which is playing an increasingly important role.Thirdly, development of social service agencies, including the plight of personnel structure imbalance, low levels of governance, poor external operations and development resources’deficienty. Specifically, personnel gender imbalance, uneven age distribution, staff mobility; internal governance, organizational governance tendency administration, human capital building dilemma; operational aspects of external propaganda weak, inadequate external communication; inadequate funding resources, lack of government support, the lower level of talent.Fourthly, development difficulties of social service agencies are due to Issues of organizational governance structure. Unreasonable Governance structure, low organizational performance, limiting the development of social service agencies. At the same time, the development of the plight of social service agencies, in turn, further to shape and constrain the governance structure of the organization. The governance structure of social service agencies have a significant impact on organizational development.According to the research findings, This article provide policy recommendations to promote structural improvement and organizational development of social service agencies governance:First, the two-way exchange, promote construction professionals; Second, external pull within pro and enhance the internal governance mechanism; Third, three lines mobilization and broaden access to resources Ways; Fourth, diverse advocacy, expanding the social impact of organization; Fifth, interactive cohabitation, promote coordinated development agency.
