The Research Of Government Meta-governance Of Social Organization Standards

The cultivate and development of social organization standards is an important part of the standardization reform of China,and it is also an important way for China to transform government functions and build a service-oriented government.In order to develop social organization standards,Government should to relax controls on the market and social entities.However,the social orgnazation standards of china are at an initial stage and did't have complete and effective governance and operational mechanisms.The government's simple decentralization of power will lead to confusion in the development of social organization standards.The theory of meta-governance is the further development and improvement of governance theory.It is advocated that on the basis of full self-governance of various governance entities.As a meta-governor,the government can coordinate the conflicts between different governance entities and achieve orderly governance.The meta-governance theory is not a simple government decentralization.Under the current governance background in our country,meta-governance is more feasible in dealing with increasingly complex social affairs.This paper combines the idea of meta-governance with the governance of social organization standards,and uses government meta-governance to cope with the difficulties in the current group standardization,thereby promoting the healthy and orderly development of social organization standards.Based on a review of the domestic and foreign litera ture,this article understands and grasps the current research results on group standards,meta-governance,and government meta-governance,and analyzes the “The Impossible Trinity” in social organization standard governance based on the basic concepts and theoretical basis.“The Impossible Trinity” is the conflict between public welfare and private interest between government-level governance and market governance,the conflict between government-level governance and social network governance,and the cooperation and efficiency conflict between market governance and social network governance.The Impossible Trinity in social organization standard governance leads to many problems in the setting of standards.In order to solve the governance problems brought about by the "The Impossible Trinity" the government should assume the role of coordinator,and govern the government hierarchy.Governance conflicts with governance conflicts between social network governance.In view of the problems existing in the gove rnance of government entities in China's group standards,we analyze its reasons deeply and draw on the useful experience of the American government in the setting of smart grid standards practice,and put forward suggestions for improving the governance of China's social organization standards.
