Performance management is an effective means to promote administrative innovation and enhance the executive power of government departments.Facing the new situation and new requirements of taxation work,performance management is needed to promote the taxation department to perform the function of tax collection and management,precisely implement the decision and deployment of the party committee and government,and actively serve the local economic and social development by playing the role of "baton" and "construction plan".In this context,this paper starts to research and exploration on the topic of performance management of Z district taxation bureau,using literature method,field research method and questionnaire survey method,based on combing through the relevant research literature on the performance management of government administrative departments and taxation bureaus at home and abroad,analyzing the current situation of performance management of Z district taxation bureau,finding out the main problems in its performance management,and proposing optimization The study will identify the main problems in the performance management of Z District Taxation Bureau and propose measures for optimization.It helps the Z District Taxation Bureau to improve its performance management and enriches the relevant research results and typical research cases of municipal taxation bureaus with young cadres in less developed regions.The article firstly,through the analysis of the current situation of performance management in Z District Taxation Bureau,understands the current situation of Z District Taxation Bureau concerning the institutional settings and personnel,and then introduces the current situation of performance management in Z District Taxation Bureau in four aspects: management organization,index plan,performance appraisal,and performance result application system,and secondly.By analyzing the performance management of Z District Taxation Bureau and the questionnaire survey,it can be seen that there are still problems such as unsound performance rules and regulations,unreasonable formulation of performance indicators,incomplete performance assessment and evaluation,poor application of performance results,and incomplete cultivation of performance culture.Finally,given the main problems of performance management in Z District Taxation Bureau,by learning from the experience and practices of the United States,Japan,Italy,and other large taxation countries in performance management,this paper argues that it is necessary to formulate personalized rules and regulations,increase the number of formal documents issued for a performance management system,reduce the number of indicators,formulate performance indicators that compound the actual situation,increase the number of quantitative machine test indicators,increase the degree of differentiation among indicators,increase performance process management,focus on the performance communication link,pay attention to the feedback link of appraisal results,broaden the scope of application of appraisal results,increase the overall participation of leaders,increase performance culture,and increase performance-specific training.
