Since 2014,the national tax system has comprehensively implemented performance management,which has achieved good results in promoting the development of tax industry and stimulating the enthusiasm of tax cadres.However,there are still some problems that need to be further solved and improved.In particular,after the completion of the reform of the national and local tax collection and management system in 2018,in addition to the continuation of the original administrative responsibilities,the new tax authorities have added social security and non tax revenue business.The content of performance management has been enriched and extended,and the goal of "four in one" reform has been achieved in terms of gathering consensus and enhancing cooperation.After the reform of the tax performance management research,starting from the grass-roots tax departments,grasp the actual situation of grass-roots performance management operation,we can summarize and refine the scientific conclusions and policy suggestions from the individuality to the commonness.In this context,the paper selects the performance management status of Y district tax bureau of J City as the research object,finds out the common problems of performance management of grass-roots tax departments after the reform,and improves the existing performance management system,which has a general reference significance for improving the quality and efficiency of performance management of grass-roots tax departments.In the process of research,using the methods of literature research,questionnaire survey and interview survey,this paper starts from the current situation of performance management of Y district tax bureau of J city after the reform of tax collection and management system,expounds the development process of performance management,introduces the content of performance management system,and analyzes the current situation of performance management of Y district tax bureau of J city through the questionnaire.It is found that there are some problems such as the lack of deep understanding of the concept of performance management,the unreasonable setting of performance management indicators,the inadequate process control and the lack of obvious incentive effect,and the causes of the problems are analyzed in depth.This paper puts forward countermeasures and suggestions from the aspects of performance culture cultivation,performance index setting,performance process management and evaluation results application,so as to provide reference for y district tax bureau of J city to build a more optimized and perfect performance management system,so as to promote the integration and stability of the team after the reform and effectively enhance the modernization process of tax collection.Based on the investigation and analysis of the current situation of performance management of Y district tax bureau of J city after the reform of tax collection and management system,this paper puts forward the ideas and methods of optimizing performance management,and realizes the exploration and improvement of performance management of Y district tax bureau of J City,hoping to provide some reference for the performance management of grass-roots tax department after the reform of organization.
