Research On The Perfection Of The Discussion Mechanism Of Urban Community Residents

General secretary Xi Jinping pointed out at the 60 th anniversary congress of the National People's Congress(NPC)that the system of grassroots mass autonomy should be adhered to and perfected so as to prevent the masses from having the right and the actual power in the form.State and local governments issued a series of documents to strengthen the construction of social governance at the grassroots level,and the local governments and residents committee has carried out innovative activities in various forms of consultation among residents.Currently,many cities have established various forms of community council,as a resident organization,this platform is helpful for the residents to negotiate and solve the community public affairs,and also helps the community residents to supervise the exercise of the community neighborhood committee power.Although the establishment of community discussion mechanism in urban community governance is not universal,nor does it have a clear legal status,but the establishment of community residents' discussion mechanism for the socialist democratization process has important research significance.Changsha Xuetangpo Community keeps pace with The Times,based on the reality of the community,adheres to the concept of self-governance by the masses,which is problem-oriented and maintains neighborhood unity and harmony,and establishes the party member system of “telling the truth every four times”.Joint community-based units,volunteer teams and social organizations carry out deliberative activities,which are typical in the community where they are held in Changsha.The establishment and operation of the residents' deliberative system is the effective way to achieve democratic consultation at the grassroots level,which helps to balance the interests of all parties,nurture residents' spirit of deliberations,promote scientific and legal publicdecision-making and unblock channels for public opinion expression.Through the interview and questionnaire survey of the community and related personnel,we can find that there are still some shortcomings in the current community deliberative mechanism: the awareness of residents in the deliberative activities is not high,the subject of the deliberations platform is unknown,the age structure of the participants in the deliberations is single,the enthusiasm of residents' political participation is not high,and the transformation of the deliberations results is not enough.The improvement of Changsha city community deliberative mechanism needs to focus on the following several aspects.First,comprehensively deepen the understanding of community deliberations among grass-roots government workers and community residents;Second,enhance the deliberative capacity of the subject;Third,promote improvement of community procedure;Fourth,the establishment of community deliberative security mechanism.
