With the country's prosperity,measuring with the standard of society for talents is also putting forward to higher requests,although countries have stressed to implement quality education,advocate and burden for the students,comprehensive development of high-end talent cultivation.In real life,however,consideration of talent is not so complicated,grades and universities tend to become a key of talent selection,to become a student's evaluation of the sole criterion for good or bad.This causes most of parents very panic,they don't allow their children to "lose on the starting line",to make the whole focus on the education problem,from the school and parents,under the joint action of even in elementary school,children are more or less for the pressure of learning.At present,the study burden of primary and middle school students is overweight,the problem has become the biggest problem of the basic education."Learning"has been the heat one is not retreated to education which is a hot word in recent years,the present situation is growing,this problem has seriously hindered and our country has long advocated in the implementation of quality education and the implementation of education policies.Based on the status quo,in July 2010,China promulgated the "national medium and long-term education reform and development plan outline(2010-2020)",the outline requests to reduce the financial burden of primary and middle school students to learn education policy,and specify in the program for the students in the school of time,the length of the outdoor sports and homework,the purpose is to make the policy target,implement,hard and fast rules out of the school authority,causing the student to completely free from the burden of learning,for the students to set aside more time to rest.However,the country although clear burden required the school to the children,but the social atmosphere and sense of parents' expectations for children did not decline,the children in the school time,much more free and less discretionary spending time elasticity,which makes the after-hours programs,the meteoric rise to the widely popular with many students' parents,for children of different difference,have to register for children of different types,different subjects,cram school,occupied the students most of the time to rest,this becomes a kind of common phenomenon,which has seriously violated China's first "burden" of this policy,disguised increased students' learning burden.This study from M primary school 1--5 grades in H Province as the research object,and randomly selected from each grade one class questionnaires and in-depth interviews,to understand which cases the cram school of elementary school students to participate in extracurricular class,including:size,course,length,quantity,willingness to learn,learning motivation,etc.,to find out the elementary students' study loads condition and the influence factors of after-school classes,analysis and understanding the current primary school students to extracurricular cram school for primary school students recent academic performance and the long-term influence on the development of the school,clearly about the disadvantages of elementary school students to participate in tutoring,to supplement the existing theory of research.At the same time around the world,studying from foreign countries about the situation of the implementation of the "burden" policy,advancing some corresponding countermeasures and suggesting on the implementation of rationalization.
