Teachers are the foundation of education,the source of education,and shoulder the responsibility of healthy and healthy growth and future development of young people.The construction of a strong country in education must take the construction of teachers as the basic work.In 2018,the promulgation of the opinions of the CPC central committee and the state council on comprehensively deepening the reform of the teaching staff in the new era pushed the emphasis on the construction of the teaching staff to a new height.In 2019,China launched "China's education modernization 2035",which also mentioned the necessity of strengthening the construction of teacher team for the realization of education modernization.S county of H province is located in the border of China and is a national-level poverty-stricken county.Due to the backward education foundation,weak teachers,aging teachers and loss of high-quality students,problems obviously exist.The existence of various educational practical problems,such as unbalanced educational development and unreasonable teacher structure,is difficult to adapt to the current and future poverty alleviation needs of S county and the realization of the long-term plan of educational development.It is an urgent practical problem for S county to build a high-quality,professional and reasonably structured contingent of teachers.This article will in H province S county primary and secondary school teachers,for example,primary and secondary school teachers team construction,field survey counties in and USES the literature research,questionnaire survey method,interview method,field observation and the research method of combining objective and detailed investigation of the S county scale,structure,quality of teachers,the efficiency of teachers' team construction situation.To understand the existing problems,and from the government,society,schools,teachers themselves and other aspects of the causes of the problems.Finally,through the effects of different levels,such as the establishment of strict teacher access mechanism,to broaden the supplementary channels of teachers;enhance teachers' professional identity and enhance their professional ethics;strengthen the consciousness of educational research and cultivate the ability of educational research;to implement the employment system and improve the management ofteachers;improve the evaluation and incentive mechanism to mobilize the enthusiasm of teachers;invigorate the human resources of teachers and improve the mobility of teachers;increase the financial investment in education,improve the primary and secondary education mechanism and so on.It is expected to help the construction of primary and secondary school teachers in S county and achieve the goal of balanced development of education in China.
