Special education is an important part of China's educational cause.It is an important embodiment of China's humanitarian spirit and educational equity to let disabled children receive fair and good education under the blue sky,and it is also an important symbol of China's economic and social development level and the image of a big country.Therefore,"vulnerable groups" has become the focus of attention in various countries.Under the party central committee and state council attaches great importance to,such as the ministry of education in 2010,seven ministries jointly issued the national medium and long-term education reform and development plan outline(2010-2020),"the tenth chapter for" special education "pointed out:" governments at all levels to accelerate the development of special education,special education undertaking into the local economic and social development plan,on the agenda".In 2016,the ministry of education of the People's Republic of China formulated the curriculum standards of sports and health care for compulsory education in "peizhi schools"(2016 edition)(hereinafter referred to as the standards),which marked the implementation of physical education curriculum in peizhi schools with detailed theoretical guidance.With the steady progress of the standard is 4 years,in order to further understand the special education school in Shanxi Province(hereinafter referred to as the special-education schools)in shaanxi province to the implementation of the "standard" status,understand the national("the second phase of the special education promotion plan"(2017-2020)(hereinafter referred to as "the second phase project")to carry out the situation,as well as in the implementation of the phase ii plan specified in the guidelines and policies to implement the real situation,to fully grasp the above documents in special-education schools sports curriculum to implement the reality facing difficulties,the prominent question as well as reflected by the response to the development of strategy.This study based on 22 special-education schools in Shanxi Province sports curriculum(also known as the sports and health courses)implementation present situation as the research object,random 59 physical education teachers and 98 parents and 93 students as investigation object,in the form of a formal or informal interview some of the special-education schools manager,in combing the predecessors of special-education schools sports curriculum implementation based on the present situation of related research,this article absorbs the previous research director and on the basis of the previous visit,on the basis of data and information,USES the literature material method,logic analysis,field observation method,questionnaire survey method,mathematical statistics and on-site interviews.The problems existing in the implementation of physical education curriculum in special education schools in shaanxi province were sorted out and countermeasures were put forward.The research conclusions are as follows:(1)On the whole,the physical education curriculum of special education schools in shaanxi province is highly valued,but the implementation effect is poor.(2)physical education curriculum objectives are set and covered by curriculum standards,but students' sports participation and social adaptation objectives are not well realized.The effect of the exercise rehabilitation course and the sensory integration training course is general.(3)Lack of innovation in the form of sports "sending education to home",and poor efforts in business training for parents;There is a lack of effective grouping of students according to their types in classroom teaching organizations.(4)The investment of sports funds can be reasonably allocated according to the local development situation,but the construction of some schools' sites cannot reach the national standard in terms of hardware facilities.The construction of physical rehabilitation treatment room is slow,and the use efficiency is not high;The education structure of physical education teachers is mainly high school and junior college.(5)The evaluation criteria of physical education teaching in special education schools are mainly made by teachers themselves,and the evaluation method is obviously deviated from the cultivation of students' physical education interest and motor skills;The management,process implementation and result evaluation of physical education teaching are not very optimistic.(6)There are various forms of extracurricular sports activities,but there are few and relatively fixed personnel in extracurricular training.The training pays too much attention to the improvement of performance,and the scientific and planned training needs to be strengthened.
