Britain was the first country to industrialize and therefore the first country to launch a process of modernization.In the first half of the 19th century,along with the progress of the British Industrial Revolution,in the industrially developed cities with increasingly concentrated populations,the requirements of economic development on education became more prominent,which contributed to the revolutionary changes in the field of British higher education.Oxford and Cambridge's dominance of British higher education was shaken by the establishment of the new universities represented by University of London,and this led to the beginning of the modernization of British higher education.First,this paper has carefully sorted out the evolution of British higher education guided by the concept of modernization.The evolution of British higher education modernization has gone through four main periods and influenced by British politics,economy,culture and academics,the modernization process of British higher education shows four typical characteristics including the secularization,nationalization,massification and scientification of the higher education.Next,this study introduces the modernization strategy of Britain higher education from four aspects:strategic background,strategic objectives,strategic plans and strategic initiatives.As to strategic plans,according to the connotation of higher education modernization proposed by scholars at home and abroad,the paper explains the development strategic plan of higher education modernization in the UK from six dimensions including the popularization strategy,the high-quality strategy,the good governance strategy,the internationalization strategy,the informatization strategy and the lifelong strategy.Then,the paper selects three British national strategies as the cases to analyze modernization of higher education in the UK in details,they are "Success as a Knowledge Economy:Teaching Excellence,Social Mobility and Student Choice","Realising the potential of technology in education:A strategy for education providers and the technology industry" and "International Education Strategy:global potential,global growth".Finally,it is found that the modernization development strategy of British higher education has four characteristics including emphasizing the education equity and quality,the balance between teaching and scientific research,the internationalization and informatization of higher education,and the effectiveness of management system.Of course,the modernization development strategy of British Higher Education also faces such challenges as the uncertainty caused by the Brexit,the shortage of skilled talents,the further deepening of market-oriented reform,and the conflict of higher education value.In addition,the strategic vision of the future development of higher education modernization in the UK mainly includes giving full play to the potential of British universities,fully promoting social equity and justice,striving to attract the world's top talents,ensuring the world's first-class science and research,and seizing the global opportunities after Brexit.
