The role of higher education as a leader in social development is well known around the world.The development of higher education modernization represents the overall competitiveness of the country to some extent.In the fierce international competition,the development strategy of higher education modernization shows that the development focus,action plan and supporting measures of a country's higher education system is the concept and action basis of the development of higher education modernization.The author takes "development strategy of modernization of higher education in the United States" as the research object,on the basic content of "the development strategy of higher education in the United States",discuss the evolution,the basic framework,basic content,characteristics,challenges and development vision,in order to fully understanding the essence of the development strategy of modernization of higher education in the United States and for China's higher education development the strategic positioning and the reference layout.This paper makes a diachronic and synchronic analysis of the modernization development strategy of American higher education by means of literature research,historical research,case study and comparative analysis.Based on the research content and needs,the text mainly includes the following contents:The introduction includes the reasons for the topic selection,research significance,research status,concept definition,research design and research innovation and deficiencies.In the first chapter,the author sorts out the four historical stages of the development of American higher education in the light of its modernization.In different stages,the elements of higher education such as institutions,teachers and students,management and finance have different characteristics.In the reform and foundation stage,American higher education has formed its own characteristics,and established the basic form of American higher education.In the stage of growth and transformation,the promulgation of the bill of 1944 accelerated the process of popularization of higher education,and all elements of higher education were further developed.In the period of rapid adjustment,the modernization of higher education in the United States has been strengthened strategically,and the strategy-oriented higher education in the United States has carried out a series of deepening reforms.From a comprehensive perspective,the modernization of higher education in the United States has four distinct characteristics,relatively stable value pursuit of higher education,adaptation of higher education development to complex situations,adherence to the innovation of higher education system model,and continuous strategic enhancement of higher education modernization.At the same time,the modernization development of American higher education is influenced by internal and external environmental factors,and it adapts to and surpasses the environment through competition,cooperation and internal reform.In the second chapter,it describes the strategic framework of the modernization of higher education in the United States based on the context of higher education issued in the United States in the past four years.Modernization of higher education in the United States strategic framework fully considering the deficiency of their own development and global internationalization,marketization,informatization development of higher education reform tide,established the expansion and improvement of higher education opportunity,strengthen the relationship between higher education and vocational skills,to optimize the service capacity of higher education market and enhance the capacity of students and parents to repay the loan,Strategic initiatives to enhance higher education accreditation and accountability,strengthen the connection between colleges and students and the market,optimize student lending practices,support historically black colleges and universities,support the reintegration of prisoners and provide more transparent educational information to prospective college students;and take related strategic initiatives.Selection in the third chapter,three specific modernization strategy motif text of the strategy,development strategy of higher education modernization of the case is introduced,including the role of "restoring technology in higher education,the reform for higher education accreditation reflection on the traditional black initiative at the university of the White House,these cases show that higher education in the United States in informatization,quality improvement and fairness in terms of strategic layout,in the strategic background,objectives,measures and solutions have their representative in four dimensions.In the fourth chapter,it reviews the framework and specific contents of American higher education strategy,summarizes its characteristics,analyzes its challenges and development vision.In terms of characteristics,American higher education development strategy focuses on student development and academic achievement,strengthens the supervision of higher education,takes "maintaining diversity" as the guiding concept of higher education equity,pays attention to improving the use efficiency of federal funds,providing diversified enrollment opportunities and developing international education with global competency as the core.In terms of challenges,the modernization development strategy of American higher education is facing challenges from the aspects of education cost increase,the "America first"principle,technological innovation,and the abolition of affirmative action guiding policies.The vision of the modernization development strategy of American higher education includes four aspects:principal participation,hierarchical goal,guarantee mechanism and key areas.In the process of promoting the further modernization of higher education,the United States pays attention to the leading role of strategy in the reform of higher education,fully adapts to the requirements of the external environment,and improves and updates the content of strategy,so as to reach the overall development of the modernization of higher education.China can fully acquire from the experience of the United States and finally realize the modernization of higher education with Chinese characteristics.
