Higher education administrative management system is a vital part in the higher education system. Its reform is the key point and it plays an important role in harmonizing the relationship among government, society and schools, optimizing the reasonable collocation of higher education resources, increasing the quality and efficiency for institutes of higher education, and satisfying the people's growing demand on the higher education.Meanwhile, a campaign was rising in some western developed countries, such as England, America, Australia, New Zealand since the end of 1970s and the beginning of 1980s. Its purpose was to reform the traditional public administrative model and redefine the image of governments. Thus a new management mode called new public management was born.This thesis studies some important implications of our higher education administrative management system reform from the perspective of new public management. It first introduces the general situation of the new public management, such as the rising, connotation, characteristics, the theoretical foundations, the overall evaluation and its feasibility in the field of higher education in China. Then the paper describes the survey of our higher education administration system reform, the existing problems, and the implications of New Public Management on higher education administration system reform in developed countries and the impact on our country. The last chapter is the most important part of this thesis; it analyzes the revelations of new public management on our higher education administration system reform. They include shifting governmental functions and strengthening macro-management; paying more attention to lawmaking in the field of education, running the school in accordance with the laws and regulations; harmonizing the relationship at the central and local levels, reinforcing the decision-making power of the provincial governments; setting up the service-oriented government, emphasizing the public participation and management; social participation in school running, breaking the governmental monopoly; actively developing the intermediaries between the government and the schools; enlarging the independence power and strengthening the vigor for institutes of higher education; formulating the customer-oriented concept; intensifying the cooperation with the enterprises.
