Research On The Project Of The Protective System Of Migrant Children In Communities Based On Program Logic Model

With the continuous emergence of child protection issues such as child abuse,child protection has received great attention from society,the bill has been further revised,and related policies have also been introduced.The country has established a basic institutional framework for child protection,but the migrant child protection system still needs to be built.The migrant child protection and development project studied by the author is based on this background,and hopes to achieve the goal of building a community migrant child protection system through social work projects.Since the introduction of third-party evaluation,social work projects pay more attention to effectiveness monitoring.Scholars have introduced professional methods of project management and project evaluation to promote the management and evaluation of social work projects.Therefore,this study uses the program logic model in the evaluation model to conduct project analysis,and aims to explore how to achieve the effectiveness of the establishment of the migrant child protection system under the program logic model.In this study,a case study method is adopted,and the X community migrant child protection and development project is taken as the research object.Based on the program logic model,the analysis of the migrant child protection and development project from the perspective of output and effectiveness can effectively promote the achievement of the project.Situation analysis,external environment,theoretical assumptions,resource input,activities / services,service effectiveness,and logical relations of various links are the seven links of the program logic model.This article takes the three links of situation analysis,external environment and activity strategy as the basic analysis link of the project.The core analysis of the project focuses on the two links of output and effectiveness,and includes resource input and logical links of each link.In response to the assumptions,the study analyzes the situation,constraints,strategies and impact of migrant child protection and development projects through the basic links of the project and analyzes whether the project output and effectiveness are balanced through the core links of the program logic model Based on the effectiveness perspective,design how the output promotes the output to directly contribute to the effectiveness,thereby promoting the achievement of the effectiveness of the community migrant child protection system.The research is further expanded,and the case analysis of migrant child protection and development projects explores the methods,applicability,and limitations of applying the program logic model to social work projects.Based on the practice of migrant child protection and development projects,the project summarizes five points of experience in the construction of a community migrant child protection system.One is to clarify the project situation,understand the basic data of the community migrant children,the protection status and needs,and increase the concern for community migrant children The second is to exert the influence of the activity strategy and adopt the strategy of joint intervention and community migrant children and families as the core;the third is that the effectiveness index of the migrant child protection project can be based on knowledge,attitude,ability and system construction;the fourth is to clarify the community migrant child protection For short-term,medium-term,and long-term effects,the output design of the project planning period is based on the perspective of effectiveness.Fifth,the project evaluation phase is to evaluate the project effectiveness and the "resource-output-efficiency" relationship to assess whether the output and effectiveness are balanced.The study found that the migrant child protection and development project is based on a program logic model,and the establishment of a project framework based on project basic analysis,output and effectiveness analysis,and effectiveness evaluation can promote the achievement of the effectiveness of the community migrant child protection system.The program logic model is suitable for the design,evaluation and analysis of output and effectiveness of social work projects.During the project planning and evaluation period,based on the program logic model,focusing on the analysis of the relationship between output and effectiveness can promote the development of social work projects.However,the program logic model also has high evaluation requirements,lack of social work agency and staff characteristics analysis,and lack of technical limitations for activities.
