Research On The Practice Of Social Work Intervention In The Protection Of Rural Vulnerable Children Under Project System

In order to guarantee our country’s prosperity,it is vital to promote the healthy growth of children.But some children in rural areas have fallen into survival and development difficulties due to various reasons,and they are defined as rural vulnerable children,whose basic rights and welfare are not properly protected,which hinders the progress and development of our society,thus our government pays more and more attention to the social protection of rural vulnerable children.In the context of the transformation of civil affairs and the development of social work,China’s rural governments have begun to provide social protection services for local rural vulnerable children via purchasing social work services.From the perspective of the survival and development of rural vulnerable children,the limitations of the traditional government-led practice of protecting rural vulnerable children,and the institutional legitimacy and rationality of the intervention of social work in the practice of protecting rural vulnerable children under the project system,the necessity of social work involvement in the protection of rural vulnerable children is demonstrated.This study uses the research methods of participating in observations and semi-structured interviews.Based on the practice of J Social Worker Agency in Jiangxi Province to intervene in the protection of rural vulnerable children,This paper summarizes and analyzes the challenges and reasons of social workers’ involvement in the practice of protecting children rural vulnerable children under the project system.Based on these challenges and reasons,the paper explores the development path of social work under the project system to intervene in the practice of protecting rural vulnerable children.Social work interventions in social protection practice for rural vulnerable children under the project system encounter challenges,including low awareness and recognition of services,lack of professional personnel,unregulated use of project funds,service-oriented achievement of quantitative targets of project tasks,insufficient linkages with social support networks for rural vulnerable children.The main reasons for these challenges are the strong dependence of rural social work organizations on government resources and the imperfect mechanism of purchasing social work services.In response to these challenges,the study proposes that the following aspects should be taken into account to ensure the quality of services under the project system for the intervention of social work in the practice of protecting rural vulnerable children: First,improve the mechanism of the purchase of social work services by the government,including the mechanism of sustainable development of the purchase of social work services by the government and the monitoring and evaluation mechanism of the purchase of social work services by the government;second,let government departments play an important role,including increasing the publicity of social work,formulating policies on the introduction,use and retention of talent and giving rural social work organizations a more autonomous space;third,strengthen the capacity-building of rural social work organizations,including efforts to improve the quality of institutional services,strengthen the internal management of social work organizations and improve the capacity of institutional resource linkage.
