Research On Performance Evaluation Of Social Work Projects Under Program Logic Model

After the outbreak of covid-19,the party and the state always put the people’s life,health and safety in the first place,and always adhere to the requirements of people first and life first.While paying attention to people’s physical health,the party and the state also pay attention to people’s mental health needs.Under the guidance of relevant documents,social work was involved in the purchase of government-purchased social service programs for psychological counseling after covid-19,and the post-epidemic psychological counseling program was implemented from Wuhan,and then gradually spread to other cities.With the increase of psychological counseling social work service projects after the epidemic,the project evaluation of this kind of projects comes along.How effective is the post-epidemic psychological intervention program of Social Work? Did the government spend money on psychological counseling after the epidemic to achieve the desired effect? How to improve the service level and quality of post-epidemic psychological counseling project? These problems have become a common concern of the government and the community,therefore,the post-epidemic psychological counseling project evaluation is very necessary.The program logic model is a performance evaluation tool based on effect and logic,which focuses on analyzing the relationship between resource input and output,and checking whether resources are used properly.In this study,we used the analysis elements of program logic model to analyze the content of the psychological intervention project after Y-disease in Xiaogan On this basis,the evaluation index system of the post-epidemic psychological counseling project was constructed with the evaluation elements of the program logic model,use the index system to evaluate the Y project from four aspects of service input,service process,service output and service satisfaction,based on the program logic model,the paper summarizes the problems found in the evaluation,then puts forward the project implementation suggestions,and finally,reflects on the shortcomings of the study.The research shows that the evaluation grade of psychological counseling project after Y-disease is qualified,less work has been done on psychological and social support services for relatives of persons who have died of covid-19,social integration services for rehabilitated patients with covid-19,stress reduction services for community workers and support services for special hardship groups affected by the epidemic,much work has been done on supportive services for the general community.The project service input is insufficient,the service process needs to be perfected,the service output needs to be rich,and the service satisfaction degree is good.There are some problems in project implementation,such as insufficient manpower and frequent changes,insufficient actual completion of some project indicators,and lack of professional services.Based on the program logic model,the implementation of the post-epidemic psychological counseling project needs to do a good job in project situation analysis,set up a reasonable performance index system,invest resources based on the index system and examine the external environmental factors at any time,in order to enhance the professional social work services,improve service quality.
