Education is not only a ruler for correcting the individual,but also an important foundation of bui-lding the country.However,the problem of the uneven development of compulsory education in urban and rural areas has become increasingly prominent with the development of education in China.lmbala-nced and inadequate education development has hindered the people from pursuing increasing demands for a better life.In order to supply the people's demand for high-quality education,to run a satisfied edu-cation for the civilians,to promote the integrated development of urban and rural compulsory education,to evenly distribute resources of education between urban and rural areas,and to maximize education e-quity,the Communist Party of China and the state have introduced many policies.The teacher exchange rotation institution is an important measure and beneficial attempt to promote the balanced development of compulsory education.The effectiveness of policies depends on strong and effective policy impleme-ntation.In the past,academic research on the policy of urban-rural teacher exchange rotation has mostly focused on policy formulation,and less attention has been paid to the implementation of the policy on the policy of urban-rural teacher exchange rotation.This article uses Z City as the empirical evidence,draws on theories and methods of collective act-ion theory and Smith's policy implementation model,based on the data obtained from the questionnaire survey,this research analyzes the factors that affect the implementation of the urban-rural teacher exch-ange rotation policy in Z City.There are four main aspects:the lack of scientific and rigorous design of the policy plan,the lack of sound supporting systems,the lack of implementing organizations,and the i-mplementation staffs recognition of the policy The feeling is not high,and the executive subject and o-bject lack the value of collective common interests.The countermeasures to enhance the execution abi-lity of the urban-rural teacher exchange rotation policy in Z City mainly include the four aspects of opti-mizing the design of the policy plan,establishing and perfecting the system supporting the policy,stren-gthening the construction of the implementation organization,helping the policy implementation subject and the object to build the common interest values.
