"School selection fever" highlights the imbalance of education and hinders social fairness and justice.In view of the primary and secondary school teachers’ post and students’ mismatches and the difficulties brought by the school choice fever,this paper studies the influencing factors of teachers’ exchange rotation,aiming to analyze the influencing factors,put forward the existing problems and causes of the current exchange rotation policy implementation,so as to improve the implementation of teachers’ exchange rotation policy and help solve this dilemma.This study takes the compulsory education in Tanggu functional area of Binhai New Area as the research object,and uses the form of questionnaire and interview to study the influencing factors of the exchange and rotation of compulsory education teachers.The results show that at the personal level of teachers,gender,marriage,age,education level and working time are the main factors that affect the exchange rotation.At the level of school implementation,the publicity of policies and implementation rules has a significant impact on Teachers’ support for policies,and the selection methods and job rotation have a significant impact on Teachers’ willingness to participate.At the level of policy mechanism,supporting measures and incentive policies have a significant impact on Teachers’ satisfaction with the exchange and job rotation system.Based on the statistical analysis results and interview contents of the above influencing factors,this paper summarizes the main problems existing in the current teacher exchange rotation in Tanggu District,which are the imperfect policy mechanism of teacher exchange rotation,the ineffective implementation of school exchange rotation system,and the difficulty in exerting the radiation effect of teacher exchange rotation,and analyzes the problems from three aspects of policy mechanism factors,school implementation factors and teachers’ personal motivation factors Question reason.At last,this study gives some suggestions to improve the communication rotation of compulsory education teachers from the policy mechanism level and the school implementation level,and establishes the communication rotation mechanism of compulsory education teachers.Hope to help teachers exchange the scientific implementation of the rotation policy,help to promote regional education balance and the realization of compulsory education fairness.
