At present,China's economic development is not balanced,each region for its own economic and social development has started a "battle for talents",scrambling for young people,especially graduated students from colleges and universities,which is putting the fresh blood into the city.Against this background,Beijing,Shanghai,Shenzhen,Xi 'an,Tianjin and other first-tier and second-tier cities have a great and rapidly economic and social development.They have introduced many preferential policies in attracting talents to settle down and improved the corresponding supporting services which maintained a high attraction for talentswith obviously advantages in the "battle for talents".In contrast,due to the limited resources,capital and policies,the third-tier and fourth-tier cities are less attractive to talentsrelatively and they are at a disadvantage in the "battle for talents".Some third-tier and fourth-tier cities are still facing hollowing out and becoming "ghost cities".When talents become the primary factor of urban social development and transformation,who seizing the height of human resources is to win the future.Nowadays,it is particularly important for third-tier and fourth-tier cities to seek breakthroughs in attracting talents.This paper studied how third-tier and fourth-tier cities should choose different strategies such as "bring in","go out" and "retain people" according to local realitiesso as to compete for young talents to serve the city's economyand societyto achieve sustainable development.This paper used the Qingyuan city,Guangdong province as the research object,through checkingthe data,the yearbook,literature,listening to the interview,collecting the questionnaire,analyzing the data and other methods to learn the situation of the urban development,the economic development,the culturalenvironment,the population planning,the personnel policies,the youth employment status in Qingyuan city and the employment situation of college students in the Qingyuan city in recent years.With the deepening of "integration of Guangzhou and Qingyuan",Qingyuan city has a faster economic and social development in recent years,but it has some deficiencies in attracting migrant workers,attracting migrant population to obtain employment and settle down,and local college students start businesses and find employment.According to the studies,third-tierand fourth-tier citiesshould enhance the strengths and avoid the weaknesses,which should put more attention and energy on education and obtain the talents through the policies adjustments,improving the charming of the city and optimizing the internal and external environment as well as the talents introduction.Besides,through focusing on the connection of the young talents with the local college students to improve the competitive of the city and promote the urban sustainable development.
