As the main force in the employment tide,college students analyze their needs and needs and study their employment problems,which helps to find out the bottleneck problems that are difficult to solve in the employment problem,and promotes a good,harmonious and stable employment environment for university graduates..This article analyzes the direction of mainstream policy supply preference,tries to quantify the attractiveness of different policy factors to university graduates,and then discovers the core problems in the employment process of undergraduate graduates.In order to get the enlightenment of improving the current talent policy.my country is currently in a transitional stage.Research on the subject of talent policy factors affecting the attractiveness of university graduates as an entry point can allow us to clearly understand the attractiveness of talent policy factors to contemporary university graduates,and then discover contemporary university students The core and key policy factors in choosing a place to live or work.By quantifying the attractiveness of different talent policy factors to university graduates,it provides a theoretical basis for the government's talent policy,provides new ideas for local governments' problems in talent policy issues,finds out policy deficiencies and improves them,so as to satisfy local governments.The actual needs of the government's talent management work.This study takes the talent policies of second-tier cities for university graduates as the research object.Based on the push-pull theory,Maslow's demand theory and ERG theory,the Likert scale is used to design the attractiveness scale of the second-tier cities' talent policies,referring to relevant domestic and foreign Relevant literature on talent policy and employment of university graduates,with incentive training policy factors,settlement guarantee policy factors,subsidy policy factors,minimum salary policy factors,loan support policy factors,entrepreneurial assistance policy factors as independent variables,and whether they are willing to sign The employment contract in Harbin is an independent variable.Taking Harbin as a survey sample of second-tier cities,by issuing questionnaires,collecting first-hand data,completing a binary Logite quantitative analysis,and then researching the employment impact of college graduates.Through factor analysis and extraction of talent policies,this article finds that taking the second-tier city of Harbin as an example,the current settlement guarantee policy factors,loan support policy factors,and entrepreneurship assistance policy factors are highly attractive to the city's university graduates.It has positively increased his willingness to stay in Kazakhstan for employment;in contrast,incentives and training policy factors and minimum salary policy factors have not been a positive driving force to attract them to stay in Kazakhstan.In addition,the subsidy policy factors have not been statistically significant.It can show a clear influence and has no significant relationship with university graduates staying in Kazakhstan for employment.Based on demand theory and push-pull theory,this article proposes that,as a second-tier city,the government should pay attention to increasing the city's own “pull force” while reducing the city's “push force”,and continuously improve satisfaction The high-level needs of talents;to improve the current talent policy,we must grasp the following points,enrich the incentive training policy,increase the support for entrepreneurial loans,implement guarantees for retaining people,optimize innovation policies,vigorously develop universities and scientific research institutes,and cultivate enterprise development Wait.In the follow-up research,firstly,the cities to be investigated can be expanded;secondly,it can be increased to investigate the employment choice of university graduates who graduated in different years;finally,the operational standards of the talent policy can be further refined.In this article,there are still many things that have not been discussed about the impact of talent policies on the employment choices of college graduates.For example,for college graduates who stay in Harbin at different times,are there any differences in their views on policies? Are there any existing ones?The policy can be used for reference and improvement,etc.,need to be further studied.
