To promote the development of primary and secondary school teachers' education,improve teachers' professional quality,and then improve the quality of education is the goal of international education organizations,and also the basic policy orientation of education reform in various countries.The new Labor Party regards teacher quality as the core element to improve the quality of primary and secondary education,and promotes the development of teacher education through a series of teacher education policies.From 1997 to 2010,under the influence of "the third way",the new Labor Party took education development as the "first core task" of the government.In order to promote the professional development of teachers,the British government has constantly revised the qualification standards of primary and secondary school teachers,updated and improved the core quality of primary and secondary school teachers' profession,including professional knowledge and ability,professional attitude,relevant professional laws and regulations,and paid attention to primary and secondary school teachers' entry education and post job training.The reform of primary and secondary school teacher education adopted by the new labor government has promoted the institutionalization and integration of primary and secondary school teacher education in Britain.This paper studies the relevant policies of the professional standards of primary and secondary school teachers in the period of the new Labor Party,analyzes its successful experience,and provides reference for the development of primary and secondary school teacher education in China.This paper mainly uses the historical research method,the literature research method and the comparative research method.The full text is divided into five parts to analyze the primary and secondary school teacher education policy of the new labor party for 13 years.The details are as follows:The first part is the introduction,which mainly introduces the origin of the research,discusses the related concepts of teacher education,summarizes the relevant literature of primary and secondary school teacher education in the new Labor Party period in England,and expounds the research value and research methods.The second part mainly enumerates and analyzes the professional standards of primary and secondary school teachers in the period of new Labor Party,expounds the contents and implementation of the professional standards of teachers and relevant auxiliary policies,and evaluates the three stages of teacher education policies: focusing on the pre service development of primary and secondary school teachers;paying attention to the professional quality of primary and secondary school teachers;and systematizing the professional standards of primary and secondary school teachers.The third part mainly analyzes the influencing factors of the primary and secondary school teachers' education policy in the new Labor Party period,and specifically discusses the impact of political change,economic development,cultural diversity and new teacher professionalism on the primary and secondary school teachers' education policy in this period.The fourth part mainly analyzes and evaluates the primary and secondary school teacher education policy in the new Labor Party period,and summarizes the main characteristics of its development: the gradual and continuous nature of the policy,the development of professional standards from unity to multi-level,the pursuit of excellence as the value orientation,the emphasis on the integrated development of teacher education,and the change of teacher evaluation from development to performance level.The fifth part is mainly based on the analysis and research of the professional standards Policy of primary and secondary school teachers in the new Labor Party period,combined with the current situation of the development of primary and secondary school teachers' Education in China,summed up the experience enlightenment of the British primary and secondary school teachers' education policy in this period to our country: optimize the professional standards of teachers,cultivate the implementation mechanism of the policy,increase the investment in education,improve the teacher evaluation system.
