General Secretary Xi Jinping and the Peking University held a forum of teachers and students: "good teachers are the hope of the nation,and a nation has everfount good teachers.This is the fundamental support and future support of national development.Our country has always paid attention to the development of teachers,and never stopped the exploration and improvement of the construction of teachers' morality.As an innovation in the construction of teachers' morality system,the accountability of teachers' morality first implements the idea of governing the country by law and teaching by law put forward by the state,which is the "booster" in promoting the modernization construction of educational governance system and governance capacity.Secondly,it provides a "strong motivation" for teachers to build up the bottom line of teachers' morality and strengthen their sense of responsibility.Finally,its implementation is to ensure the health of primary and secondary school students The "insurance agent" for growth.Based on the theory of bottom line ethics,this paper takes teachers and parents of four primary and secondary schools in XX city of Henan Province as the objects of investigation by using the methods of literature,questionnaire,interview,etc.to investigate the current situation of the implementation of moral accountability in primary and secondary schools,including the level of moral status,teachers' cognition of moral accountability,the subject of moral accountability,the subject of moral accountability,the results of moral accountability,the results of moral accountability Five aspects of the environment of responsibility are investigated,and the main problems of the current ethics accountability are found: the goal setting of ethics accountability deviates from the guidance,teachers' understanding of the concept of ethics accountability deviates,the subject setting of ethics accountability is not standardized,the enforceability of the reasons for ethics accountability is not good,and the environment of ethics accountability is unfair.These urgent problems restrict the effect of the current implementation of ethics accountability.In response to the above questions,this study further traced back to the source,from three dimensions of social transformation,school system and teachers' personal attribution and analysis,proposed that,first of all,we should promote the reasonable implementation of accountability by exploring a way ofinstitutionalized development of teachers' moral accountability;second,we should create a good social accountability culture atmosphere to ensure the objective and fair accountability environment;third,we should improve the school management system At last,we should strengthen the cultivation of teachers' professional ethics and set up the improvement strategies from the four aspects of the concept of teaching according to law,hoping to provide our own contribution to the theoretical support and practical summary of teachers' moral accountability in primary and secondary schools.
