With the globalization of education,the quality of education has become a core issue in the development of education in various countries.Education quality is an important indicator for evaluating the development of education and teaching in countries and regions.Since the21 st century,China has gradually attached importance to the education quality monitoring in compulsory education and the “National Compulsory Education Quality Monitoring Project”was launched in 2002.Education quality monitoring will become a “booster” and a “vane” for music teaching in the future.At present,the existing standards of music education evaluation system are too single,which has caused the phenomenon of students creating many similar works,and affected the cultivation of students' creative ability.In particular,the lack of the regional music education quality monitoring system has seriously influenced the overall improvement of the compulsory education quality in regions.Therefore,it is an urgent problem to construct the regional music education quality monitoring system in compulsory education nowadays.Based on the discussion of problems in aesthetic education of students caused by the imbalance of music teaching evaluation,the thesis analyzes the relevant content of education quality monitoring in the art discipline carried out in various countries around the world,conducts in-depth research on the data,experience,and models of the national quality monitoring in compulsory education in China in 2016 and 2019,investigates the current status of the music curriculum teaching and evaluation in the compulsory education of District A,and establishes a system that accords with the regional music education quality monitoring in compulsory education.The research on the monitoring system has gone through the process of investigating the teaching situation,enriching the theoretical construction of the teaching monitoring system,and then being tested in practice.The specific content includes three aspects: the first is the construction-oriented content of the monitoring system,including the theoretical construction of the theories,policies,and practical schemes;the second is the construction path of the monitoring system,including the improvement of the monitoring objectives,contents,tools and guarantee mechanisms.The index composition and score assignments of the monitoring system is tested,which proves that it has good reliability andvalidity;the third is experts' comments,including the professional evaluation and implementation recommendations for the system construction content.After the construction of the system is completed,it is tested through practice,and the rationalization of the regional music education quality monitoring system in compulsory education is deeply explored from the aspects of practical planning,system construction,case construction etc.Besides its promotion value is also studied.The regional music curriculum quality monitoring system in compulsory education not only meets the needs of the development of District A,but also accumulates theory and experience for the implementation of the education quality monitoring in compulsory education in various regions to a certain extent.In addition,it provides reliable reference data for teachers,students,families,teaching management as well as teaching research,which can be used as “physical examination instrument'' and “vane” of measuring teaching standards,guaranteeing teaching implementation,improving teaching quality,promoting teaching development and pointing to the life of students.
