Study On The Strategies Of Constructing Preschool Education Quality Monitoring System

The quality monitoring system of preschool education is an important guarantee forimproving the quality of preschool education. However, due to the reasons related tohistory, culture, economic and others, the research and practical explorations of ourcountry on the quality monitoring of preschool education are less, and the preschooleducation quality monitoring systems are imperfect. Meanwhile, The outline of thenational medium and long-term education reform and development program(2010-2020) requires that we must be to improve the quality as the core task ofeducation reform and development, and establish educational quality at the coreconcept of development. The Opinions put forward the goal to guarantee school-agechildren accept basic, quality of preschool education. In summary, the establishmentof preschool education quality monitoring system is imperative.In this study, the author analyzed and summarized the contents of the qualitymonitoring system about the foreign preschool education, the higher education andthe Construction projects by literature law and case analysis method, explored theproblems which the current exist in the city, Jilin province preschool education qualitymonitoring using the interview method. Based on the above, the main task of thisstudy is putting forward some inspiration and suggestions to solve the existingproblems about our nursery education quality monitoring， and proposing theconstruction strategy of our country preschool education quality monitoring system.This research is composed of following five parts.Part Ⅰ: The introduction of the problem. Today, With the coming of the wave ofthe quality of education reform, building and improving the education qualityassurance system has became the important issues of education reform most ofcountry. And nursery education quality monitoring system is an important part of theeducation quality assurance system, playing an important role in improving thequality of preschool education. In this study, the author collects relevant literatures byusing a variety of search tools, understands the content at home and abroad on themonitoring of the quality of preschool education, laying the foundation for thefollow-up study.Part Ⅱ: The characteristics of the education quality monitoring system. The researchers summarize the following characteristics about education qualitymonitoring system from the macro level. The preschool education quality monitoringsystem is a dynamic monitoring process；The suitable monitor standard is the core ofthe education quality monitoring system；A perfect organization is the base of hepreschool education quality monitoring system.Part Ⅲ: The shortcomings which exist in the preschool education qualitymonitoring. This study research the preschool education quality monitoring problemscurrent in city using interviews’method: The external monitoring main body is single;The monitoring standards is lack of pertinence; The process of monitor is too simpleand become a mere formality. The main influencing factors include the managementof government is not enough,the lack of perfect monitoring system, the lack ofparticipation of third-party evaluation of intermediary organizations, andunderpowered of internal control of preschool.Part Ⅳ: The construction of strategy about preschool education qualitymonitoring system in our country. Combining the actual situation of the currentpreschool education quality monitoring, drawing the successful experience of highereducation, engineering quality and abroad preschool education quality monitoring, theauthors suggest that we should build preschool education quality monitoring systemthrough the measures which include establishing preschool education qualitymonitoring regime, setting up a third-party rating agencies and forming a monitoringmechanism for the "full participation".
