The government has put forward and formulated some documents relating to educational equality in 2005, and several measures and actions have been carried out, such as optimizing the school’s layout and arrangement, strengthening and improving school’s management, intensifying educational monitoring and evaluation, etc. As the development of compulsory education in recent years> compulsory education is becoming a Connotative Development. Thereout, in the Report to the Eighteenth National Congress of the Communist Party of China, it is proposed that educational equality should be promoted greatly and education resources should be allocated properly. As a major deployment of the Central Committee of Communist Party and the State Council of China, the balanced development is one of the strategic tasks of the compulsory education currently. The aim of educational mornitoring and evaluation is to transform the policy documents into real actions and truly drive the equality of compulsory education to the right direction. The key action for achieving educational equality is layout adjustment of education resources. It is a complex society system engineering, which closely depends on the change of school age, geographical location and transportation, and economic level, etc. The reasonability of school’s layout and arrangement has a direct impact on utility of the education resources and sustainable development of the educational business. Wether the school’s layout and arrangement is reasonable or not, At the macro level, it effects the money of educational investment, the distribution of educational recources, and remedying the lack recources. On a micro level, it makes the school achieve standardization in the construction, to reduce the gap between school and the school at last. Compulsory education school layout adjustment needs to be a timely, responsive and effective monitoring system, to ensure the direction of school layout adjustment, urged local governments to fulfill their duties,timely find out problems in the process of adjustment, actively adjusted, timely correction, thus improve effectiveness of the balanced development of compulsory education, to promote the balanced development of compulsory education. Therefore, it is urgently significant that exploring the monitoring and evaluation school layout adjustment system in the balanced development of compulsory education.Monitoring system of layout adjustment for compulsory education schools is an important mechanism of sustainable development of compulsory education and powerful way in the new age.In this thesis, the policy and system on educational monitoring and evaluation of school’s layout in the China have been investigated. The system deficiency and current situation in the monitoring and evaluation of school’s layout for the education equality of compulsory education has been analyzed first. Then, based on the problems mainly around the monitoring subject, monitoring methods and monitoring application. Aiming at making sure the monitoring subject, collecting data scientificly, strengthening the monitoring results of evaluation and application. Moreover, to perfect the monitoring system of the school’s layout adjustment. There are five parts in this thesis. The introduction illustrates problem statement, research background contributions, and notation of several core concepts, history and current status, and research methods. Chapter 2 for school layout adjustment history of compulsory education and evaluation, this paper introduces the connotation and the factors of school layout adjustment restricted in our country. And then to evaluating the working school layout adjustment. The third chapter analysis of the specific problems caused by the school layout adjustment in recent years, then introduces the generation of the layout adjustment of monitoring system, and discuss the development and the status of monitoring system. As a case research in Shaanxi, to analyse the present sistuation of the monitoring system of school layout adjustment. The fourth chapter based on the research of the third chapter* concluded the problems are as follows:lacking of layout adjustment of monitoring system, no clear monitoring subject, no monitoring standard, single data-collecting method, steady monitoring. These problems caused by the related law and system is not sound, the restriction of education management system, the evaluation of objective constraints, lack of independent assessment of administrative behavior, the desalination of the ideology and culture and so on. The last chapter is improving monitoring system for school layout adjustment and give some suggestions. The suggestions are as follows:establishing relevant laws and regulations, to promote the mechanism of "the separation from management and evaluation", standardizing monitoring methods of layout adjustment, improving the mechanism of assessment and accountability.
