Research On The Basic Situation And Development Countermeasures Of Social Work Professional Force Participating In The Ability Assessment Of The Elderly

Since the 21st century,China's elderly population has maintained a rapid growth rate,and has become the country with the largest elderly population in the world.After the decline of self-care ability of the elderly,the demand for pension services gradually increases in form and quantity.In order to clarify the types of service needs and the contents of care services for the elderly,the Ministry of Civil Affairs issued and implemented the "standard of elderly ability assessment"(MZ/t039-2013)in 2013.In the context of the government's efforts to promote the ability assessment of the elderly,social work for the elderly actively plays the role of "care arrangement"and begins to participate in the assessment work through various channels.Taking Jinan City as an example,this paper selects social workers,pension service institutions,third-party elderly capacity assessment institutions and social work institutions as the survey objects.This paper uses the observation method to study the evaluation of elderly care service institutions,and uses the semi-structured interview method to collect data from the third-party elderly ability evaluation institutions and social work institutions.Based on this,this paper discusses the basic situation and practical difficulties of social work major participating in the ability assessment of the elderly,and puts forward the corresponding development countermeasures.This paper mainly describes the basic situation of social work participation in the ability assessment of the elderly from three aspects:from the perspective of the quality of participation,the service quality of social work is higher,the service satisfaction is better,which can ensure the basic safety of the assessed,relax the psychological state,make the assessment work smoothly,the assessment results more accurate,and the care arrangement after the assessment More reasonable.However,due to the wide service radius and high time cost,the service efficiency needs to be improved;from the perspective of participation proportion,the proportion of social work background personnel as one of the groups with evaluation qualification is not high in the whole industry team;from the perspective of participation mode,social workers are mostly auxiliary and cooperative roles.And in the above three kinds of different social organizations,social workers play very different functions,but they can not give full play to the professional value of social work.Combined with the above findings,this paper innovatively puts forward the optimization path of social work participating in the elderly capacity assessment.For the government,we can explore and improve the following points:reasonable allocation of resources,the assessment task in the community to social work institutions,the assessment task of pension service institutions to the third party assessment agencies;We should vigorously cultivate the ability assessment specialists for the elderly in social work institutions,establish and improve the talent training system for the ability assessment of the elderly,expand the knowledge and skills of the assessors in multiple dimensions,establish the personnel information file system,and break the restrictions of professional background;Learn from the experience of advanced regions,adopt the method of double-blind evaluation to weaken the difference between the main assessor and the ordinary assessor.For social work institutions,we can do the following:give full play to the advantages of social work institutions rooted in the community,enhance competitiveness;Actively link with civil affairs departments,pay attention to training information,organize and mobilize elderly social workers to participate in the elderly capacity assessment work;Expand the team building,give full play to the part-time advantages of social workers,and introduce medical and health care professionals.
