General Secretary Xi Jinping put forward that "development is the first priority.Talent is the first resource and innovation is the first driving force".Development depends on innovation and innovation depends on talents.Talents have become the key factor to promote development.College students are the backbone of the talent team.Therefore,how to attract college graduates to settle down for employment is an important issue for all regions.Strengthening the top-level design of talent policy,optimizing the talent management system of "talent introduction,talent management and talent retention",improving the process of talent service information management,and creating a good ecological environment for talent development are the key tasks for local governments to enhance the attraction of local talents.In recent years,various provinces and cities have optimized their talent policies,improved the attraction of talent policies,and promoted the full employment of regional talents and the development of new entrepreneurship projects by increasing human resource reserves,which is conducive to social stability and economic development.In 2015,Dalian issued 5 talent policies and 22 supporting implementation rules(referred to as"5+22" talent policy for short).Since the implementation of the policy,satisfactory results have been achieved.At the beginning of 2019,Dalian issued a number of issues and 31 implementation rules for the "5+22" talent policy,aiming to continuously improve the talent policy of Dalian.However,at present,Dalian's "5+22" talent policy cannot meet some of the practical needs of university graduates.Therefore,if we want to improve the policy and enhance its attraction to college graduates,we need to evaluate the implementation effect of the policy,find out the problems existing in the policy attraction,analyze the causes,and put forward targeted solutions and suggestions for improvement,in order to achieve the purpose of attracting more college graduates,enrich the talent resources in Dalian,and use the talent resources to improve the innovation and development ability of Dalian.On the basis of relevant research results,this paper adopts interview method and questionnaire method to obtain the policy attractive factors concerned by college graduates;Based on the analysis of the factors of attraction by using the relevant theories,the paper draws the conclusion that the factors of absolute attraction which have great influence on the employment trend of college graduates are the factors of settlement,housing security,business subsidies and employment training;To evaluate the effect of policy implementation,we analyzed the results of policy implementation status and satisfaction survey;Taking the above four absolute attraction factors as reference objects,this paper compares and analyzes the "5+22" talent policy of Dalian with the policies of Hangzhou,Nanjing and Wuhan,and finds the short board of the absolute Attraction Factors of Dalian talent policy through comparative analysis.Finally,the paper concludes that there are some problems in the "5+22"talent policy,such as "unreasonable policy setting,unbalanced support and poor connection of functional departments".Next,it analyzes the causes of the problems and puts forward solutions and suggestions.In the next step,we should continue to improve the "5+22" talent policy of Dalian,and establish a complete employment supporting service system,so as to provide more policy preferences and service guarantees for the employment of college graduates,and mobilize the enthusiasm of college students for employment and entrepreneurship.In terms of theoretical significance,the evaluation method of policy attractiveness elements established in this paper is a supplement to the research in the field of talent policy,and has reference value for the establishment of talent policy evaluation system in Dalian and even the whole country;From a practical point of view,through the comparative analysis of talent policies with other cities,we can make Dalian deeply understand the existing problems and future development direction of the attraction of talent policies in this region,and provide scientific decision support for the introduction and training of talents in Dalian.In addition,the study and promotion of the attractiveness of Dalian's talent policy will help to attract college graduates to continue employment and entrepreneurship,guarantee the employment rate of Dalian,and promote the economic and social development of Dalian by using talent resources to achieve the goal of Northeast revitalization.
