Research On The Performance Evaluation Of Financial Expenditures For Compulsory Education In Zhumadian City

Compulsory education occupies the most basic position in my country's education system.It is related to the development of the country and the future of the nation,and it is also the starting point for achieving social justice.In recent years,the state has continuously increased its financial expenditure on compulsory education,which has made compulsory education in our country achieved remarkable results.However,since the 19 th National Congress of the Communist Party of China,our country has proposed comprehensive implementation of performance management,serious waste of education funds,and inefficient use of funds,which have attracted more and more attention from communities.Under this circumstance,it is more than necessary to evaluate the performance of educational expenditures.Analyze the use effect and efficiency of compulsory education financial funds through performance evaluation.In order to improve government performance awareness,guide the flow of financial funds to the weak links of compulsory education,promote the reasonable allocation of compulsory education financial funds,and promote the healthy and rapid development of compulsory education.Taking into account the vast territory of our country,the socio-economic and cultural differences between different regions.This article selects Zhumadian,a small economically backward agricultural city in central of my country,as the research object,and conducts a performance study on Zhumadian's 2014-2019 compulsory education financial funds.First of all,this article reviewed and sorted out the domestic and foreign literature which is related to the design of the performance evaluation index system of education financial expenditure and the performance evaluation analysis method,and then combined the actual situation of Zhumadian City to construct a new performance evaluation system.Secondly,a total of 18 evaluation indicators are selected in accordance with the principles of comprehensiveness,relevance,scientificity,and operability in the selection of indicators.Third,the entropy method is used to give weight to each evaluation index.Finally,the efficiency coefficient method is used to calculate the performance evaluation score for each year.Through the analysis of the evaluation results,it is found that Zhumadian City has insufficient investment in the compulsory education fiscal expenditure,irrational expenditure structure,lack of performance evaluation system and other problems,and then proposes targeted countermeasures for the existing problems.
