China's economy,with 40 years rapid development,has created a world miracle,but also confronting a new development challenge.First of all,the China's industrial structure has achieved 321 pattern.By 2019,the provinces and cities' amount is 26,whose tertiary industry costs proportion more than 50% in GDP.So the tertiary industry will undoubtedly undertake the historical mission of a new growth pole of the domestic economy.Under this backdrop,the economy is also confronting challenges from various factors of home and abroad,such as the United States' industrial return strategy,the impact of overseas low-cost labor markets from Southeast Asia,the disappearance of our labor dividend,domestic overcapacity and so on.In order to deal with the world economic change,the national strategy is also being vigorously promoted,such as the belt and road,the supply side reform,the industry 4.0,which will help to achieve the goal of achieving and economic development.As the reform pioneer of domestic economic,the cities of Yangtze River Delta play the barometer and weathervane of economic development.If we can make a corresponding in-depth study on the development of tertiary industry and find the key driving factors and interaction mechanism for economic growth,it will have realistic meaning for urban position and effective allocation of resources,and make a cross-reference for the development of other cities in China.The rapid grwoth of urban tertiary industry was attributed to the continuous input of production factors.At present,the investment driven is facing the dilemma of weak growth,which can not satisfy the needs of future economic development.According to the theory of total factor productivitye,economic grwoth is inseparable from technological advance,and human capital,as the main implementer of technological progress,undoubtedly becomes an key element affecting the tertiary industry.After systematic review of the human capital,the tertiary industry and related theoretical researches,this paper finds that the study of home and international mainly related to the human capital theory and the structure of three industries theory,but the related research of tertiary industry is less.So the impact of human capital with tertiary industry and the mechanism of action have a certain research value and practical significance.This paper takes six cities of the Yangtze River Delta as Panel Data,and selects the 20-years datas from 2000 to 2019 as basis in the time series,and uses a variety of analysis methods to study and analyze the changes and mechanism between human capital and the tertiary industry development,such as statistics,induction,regression and so on.During regression analysis stage,the human capital stock and human capital investment are combined together to study the mechanism and influence with tertiary industry for the first time.This is a innovation.Finally,This paper concludes that the promotion efficiency to the tertiary industry,the human capital is far immenser than capital investment,and the human capital has become a new power source for the tertiary industry growth.As one of the overall social factores,the increase of human capital investment will crowd out social consumption and has a negative impact to the tertiary industry development,which means Human capital investment action is lagging behind.When transformed into human capital stock,it will have a positive impact to the tertiary industry.This also has been verified in the empirical study.As the cities of Yangtze River Delta region,because of different development background,industrial characteristics,policies and other factors,the impact of human capital on the tertiary industry is heterogeneous.At the same time,there is a certain endogenous correlation between human capital investment and medical investment level,the medical level can be improved by the increase of human capital investment.In light of this,this paper gives some development advices.According to the internal composition and different position in tertiary industry,different cities should reasonably carry out human capital investment plans,and make effective policies to promote the rational flow of human capital between regional cities.refering to the theory of Comparative Advantage,the cities' characteristics and vitalities may be established and maintained.The blindness of "war of grabbing people" can be also fundamentally reduced.
