The report to the 18th national congress of the communist party of China(CPC)pointed out that "it is the fundamental task of education to cultivate people through virtue,to train builders and successors of socialism who are fully developed morally,intellectually,physically and aesthetically".For the first time,"building morality and cultivating people" was identified as the fundamental task of education,indicating the direction of future education reform and development.In today's society more and more scholars constantly in-depth study in terms ofcurriculum resources,especially sports school-based curriculum resources as an important part of curriculum resources,more need to khalid ents as sports school-based curriculum resources development and utilization of the policy basis,is advantageous to the full implementation of khalid ents education and promoting the healthy development of student's body and mind effectively to school sports school-based curriculum resources reasonable development.This paper USES literature method,questionnaire survey,on-the-spot investigation method,mathematical statistics,expert interviews and other research methods,in zhuzhou city 10 rural primary schools,600 students and 30 sports teachers as investigation object,from the human resources,material resources,curriculum content resources,extracurricular outside resources,natural resources,the sports information resources and so on six parts of zhuzhou city rural primary school sports school-based curriculum resources development and utilization present situation analysis,the conclusion is as follows:(1)in terms of the development and utilization of human resources,there is a shortage of physical education teachers,a shortage of highly educated talents in rural schools,an imbalance in the gender ratio structure and professional titles,and a shortage of senior teachers.Students,parents and physical education teachers all support the development and utilization of school-based physical education courses.(2)in terms of the development and utilization of material resources,sports venues and sports equipment can basically meet the needs of classes,but cinder track and cement basketball court have certain safety risks,but there are few new sports equipment.(3)in terms of the development and utilization of course content resources,theoretical courses are basically studied,and the theoretical sources are all textbooks.In terms of the practice of school-based physical education courses,there is a single form,which mainly focuses on large-class exercises.(4)in terms of the development and utilization of extra-curricular resources,most students have more extra-curricular activities,while the school-based activities of extra-curricular sports are relatively single,and the emerging sports projects are less attended.(5)in terms of the development and utilization of natural resources in rural primary schools in zhuzhou city,physical education teachers have a low utilization rate of the natural resources in the school and do not make rational use of the natural resources in the school,which also provides new thinking for the school-based physical education curriculum in rural primary schools in zhuzhou city.(6)in terms of the development and utilization of sports information resources,on-campus sports information platforms are mainly broadcast,while TV and sports books are rarely used,and there is no off-campus sports information platform.(7)there are five factors influencing the development and utilization of physical education school-based curriculum resources in rural primary schools in zhuzhou city,including political factors,school factors,physical education teachers' factors,students' factors and social factors.Finally,based on the perspective of lide and shuren,this paper puts forward six countermeasures for the development and utilization of physical education school-based curriculum in rural primary schools in zhuzhou city:(1)carry out the fundamental task of cultivating people through virtue,and strengthen the unity of explicit education and implicit education(2)make full use of strong local characteristics and develop school-based physical education courses according to local conditions(3)integrate the red sports culture of hunan and develop the school-based curriculum of red sports culture(4)build a healthy communication bond among parents,schools,teachers and students(5)establish and improve the mechanism of resources development and self-motivation evaluation of school-based physical education curriculum(6)expanding and optimizing sports information resources...
