The report to the 18 th National Congress of the communist party of China clearly stated that "scientific and technological innovation is the strategic support for raising social productivity and overall national strength,and must be placed at the core of China's overall development".As the main force of basic research and the source of technological innovation,universities produce a large number of scientific and technological achievements every year,which promotes the overall scientific and technological progress of the society.However,due to the influence of policies,environment,technology and other factors,colleges and universities have been paying attention to the growth of the number of patents for a long time,ignoring the requirements on patent quality,resulting in the low overall patent quality,resulting in the waste of knowledge resources.Patent,as an important type of scientific and technological literature,is the crystallization of human science and technology and has extremely high intelligence value.How to evaluate the quality of university patent scientifically and improve the efficiency of university patent utilization has become an urgent problem to be solved.Based on this,this paper from the perspective of patent administrators in colleges and universities,closely combines the actual management needs of patents in colleges and universities,analyzes different stages of patent management by using life cycle theory,and carries out evaluation research on patent quality in colleges and universities.Firstly,through literature research,we found the particularity,sample selection and subject definition of patent quality evaluation in colleges and universities,so as to take the college patent as the research object and adopt quantitative method to solve the problem of patent quality evaluation in colleges and universities.Secondly,on the basis of the existing patent quality evaluation system and evaluation index,the university patent quality evaluation index system is established.At the same time,from the perspective of patent administrators in colleges and universities,combined with the life cycle theory,the four stages of patent management in colleges and universities,namely the application stage,operation management stage,application stage and abandonment maintenance stage,are elaborated,and the two evaluation intervention opportunities of initial authorization and abandonment maintenance stage are clarified.Then,logistic regression method is adopted to build a two-stage patent quality evaluation model and evaluation formula by taking Chinese patent award patent as "high quality" sample and a 211 university patent as "low quality" sample.Then the feasibility of the evaluation formula is verified,and the vertical and horizontal evaluation is carried out.Finally,the paper puts forward the management strategy of different life cycle of university patent and the improvement suggestion of patent quality.The research results show that the patent quality evaluation model based on the life cycle theory can reasonably and dynamically evaluate the patent quality of colleges and universities,which can help patent administrators in colleges and universities to judge the patent quality and lay a foundation for the development of patent grading management.
