2018 is the year of the reform of Ideological and Political course instruction in senior high schools.In this year's Ideological and Political Curriculum Standards of senior high schools(2017 Edition)",it is clearly proposed that Ideological and Political curriculum in senior high schools should be transformed into activity-based curriculum,and it is pointed out that issue-based teaching is the main teaching method to realize this transformation.These formulations and suggestions play an important guiding role in the teaching practice of Ideological and Political curriculum in senior high schools.The issue always play a guiding and controlling role in the whole teaching process,which is a bridge and link.It is the primary task to determine the issue reasonably and implement the issue effectively.Issues should have the unity of subject teaching content and issues openness,which should not only play leading roles in values,but also reflect the key points and difficulties of instruction in the content discussion of issues.Based on the important role of issues in issue-based instruction,and in view of the current status of issue setting in the implementation of issue-based instruction,the author has conducted research on the principles and strategies of issue-based instruction.The first part is the research status of issue-based instruction at home and abroad,and a detailed analysis is carried out.The second part is the concept definition,including the definition of issues and issue-based instruction,distinguishing it from topic-based instruction and problem-based instruction,and at the same time showing the main characteristics of issues in issue-based teaching.The third part,through questionnaire surveys and interviews as well as the author's own practice,the following deficiencies have been summarized in view of the current status of issue setting in the implementation of issue-based instruction: First,the selected issues are inappropriate,and it is difficult to extract appropriate and effective issues.The second is that the activities created by the issue focus too much on pursuing the form of the activity while ignoring the intrinsic value,and the phenomenon of formalization has appeared.The third is that the instruction knowledge generated by the students through "thinking" of the issue needs to be improved.In the fourth part,based on the current status of issue setting,four principles should be followed about issue setting,and then issue setting can be inferred from three perspectives: from the “selection” of issues to the “content” of issues to the “objectives” of issue setting.The issue is like the engine of a car,which makes instruction process having continuous energy and power injection,and lay a solid foundation for the generation of classroom instruction and the realization of the core literacy goal of Ideological and Political course.At the same time,it is hoped that the strategy research on issue setting can provide some reference for Ideological and Political teachers in senior high schools on how to carry out issue-based instruction.
