In the context of the digital age,everyone is a digital citizen living in a digital society.Whether it is a "digital native" or a "digital immigrant",it is necessary to have a high level of digital citizenship in order to live a happy digital life.As one of the key members in educational practice activities,teachers bear the important task of fostering morality and cultivating qualified digital citizens,so their own level of digital citizenship is particularly important.This research aims to build an evaluation index system for digital citizenship literacy of primary and secondary school teachers,and provide a reference for evaluating digital citizenship literacy of primary and secondary school teachers.In order to construct a scientific and reasonable evaluation index system for the digital citizenship literacy of primary and secondary school teachers,this research comprehensively uses a variety of research methods such as literature analysis,Delphi method,analytic hierarchy process,and questionnaire survey.First,through literature analysis,combing the research content of digital citizenship literacy at home and abroad,combining the famous "Quality Iceberg Model" in psychology and "Professional Standards for Primary and Secondary School Teachers(Trial)" and the development needs of teachers in the digital age,analyzing and summarizing teachers' digital citizenship literacy The constituent elements of “digital cognition”,“digital emotion”,“digital ability” and “digital behavior” constitute the basic framework of primary and secondary school teachers' digital citizenship literacy capabilities.Secondly,on the basis of the basic framework of ability,the basic dimensions of each ability are refined downwards,and three-level evaluation indicators are obtained,thereby theoretically constructing the evaluation index system of digital citizenship literacy of primary and middle school teachers in this study.Then,the study selected 12 experts to conduct 2 rounds of expert opinion consultation,revised the evaluation index system,and determined the weights of indicators at all levels through the analytic hierarchy process,and obtained a more reasonable evaluation index system.Finally,this study selected 15 frontline teachers in primary and secondary schools in Jiangxi Province to conduct a survey and tried out the evaluation index system.Research believes that teachers' digital citizenship refers to the digital concepts,abilities and corresponding digital behaviors that teachers can use digital technology to teach in a safe,healthy,ethical and legal manner in the digital age.In the research,when using the Delphi method and the small-scale trial rating index system,the average value of the importance of the experts to the index is mostly above 4 points,the coefficient of variation is less than 0.25,and the reliability coefficient of the questionnaire is above 0.9.The average score of teachers' digital citizenship literacy abilities exceeds 75 points.These parameters all reflect the scientific nature of the evaluation index system.
