The popularization of higher education in China leads to the increasing demand for higher education of the public.The development of economy and society also contributes to the rapid development of private higher education in China.Independent colleges,a major innovative move in private education,have played an increasingly significant role in China's higher education system.However,as a result of the transformation of industrial structure in China in recent years,the economic development has also entered the "new normal",which makes the previous mode and goal of running independent colleges increasingly difficult to meet social needs nowadays.Since "Measures for the Establishment and Management of Independent Colleges" was promulgated by the Ministry of Education in 2008,private independent colleges in China are converted into ordinary private higher learning institutions,with the goal of transformed into applied technology-oriented private universities.In the process of "conversion" and "transformation",it is of great significance for the "survival" and "development" of private higher learning institutions after the "conversion" to conduct in-depth study on the faculty team construction of private higher learning institutions from both the micro and macro perspective as well as the theoretical and practical one.In the context of the "conversion",the faculty team construction in independent colleges is challenged by shortage of teachers and funds,so it is necessary to make clear the new requirements for the faculty team construction in the process of "transformation" of converted private higher learning institutions.Meanwhile,the independent colleges will focus on the faculty team construction in the process of transformation and development.The study holds that in the context of "conversion" and "transformation",the faculty team construction in private higher learning institutions should focus on four aspects: optimizing the allocation of funds;stabilizing the faculty to achieve further development;developing the faculty and being system-oriented;making steady progress and finding out the correct direction.It can be found out by the analysis of the process and environment of the faculty team construction in private higher learning institutions in Hubei Province,especially of the policy environment,that there are problems related to the structure,quantity and quality of the faculty in private higher learning institutions in Hubei Province during the transformation period.The focus of the faculty team construction in private higher learning institutions in Hubei Province in the context of "conversion" and "transformation" should be on improving the level of full-time and part-time teachers,cultivating self-owned teachers,increasing teacher reserve,and establishing organizational guarantee for teachers' development.Then,the case study of five private higher learning institutions in Hubei Province which have been successfully converted is carried out to analyze the common characteristics of the faculty team construction in these institutions.Accordingly,the government is obliged to perfect the policy system and pay close attention to improving the practical competence of the faculty;higher learning institutions are recommended to optimize the overall structure of teachers so as to achieve transformation and development;and teachers of private higher learning institutions should reconstruct their self-identity and improve their practical teaching competence.
