Since the Ministry of Education,the National Development and Reform Commission,and the Ministry of Finance jointly issued the "Opinions on Deepening the Reform of Graduate Education" in 2013,many universities have gradually carried out pilot reforms of the "application-review" system for doctoral admissions,which has effectively promoted graduate education in universities.Comprehensive reform.The "application-review" system for university doctoral students 'admissions theoretically has the theoretical problems of different value orientations among participating subjects,conflicts of interest demands,and conflicts of issues that need to be adjusted;from the perspective of reform and practice,the application of doctoral students' admissions for universities ——The “audit” system has unclear definitions of the responsibilities and rights of participating entities,various types of subject rights are offside,dislocated,and absent,and the operating mechanism,dynamic mechanism,and constraint mechanism are not perfect.Therefore,it is of theoretical and practical significance to carry out research on this dissertation.First,the theoretical discussion is carried out.Based on the modern governance theory,analyze the value orientation of the multiple subjects of universities,tutors,and students involved in the "application-review" system of participating doctoral students in colleges and universities,explore the contradictions and conflicts caused by the differences in value orientation among the multiple subjects,and propose adjustment strategies.To explore the proper status of the "application-review" system for university doctoral students.Second,make a comparative study.Select Harvard University in the United States as the research object,sort out the operating situation of the "application-review" system of Harvard doctoral admissions,clarify the responsibilities and rights of multiple subjects and different subjects in the process of doctoral admissions;analyze the operating characteristics of Harvard doctoral admissions Summarize the successful experience of Harvard doctoral admissions;explore the enlightenment and reference of the optimization and improvement of the "application-review" system for doctoral admissions in China.Again,a historical investigation.A historical review of the admission system for doctoral students in China is divided into three stages: a single government-led stage,a government-university collaboration stage,and a government co-governance stage for government colleges and universities.The background and landmark events of these three stages,Basic situation,main characteristics and other contents to analyze and research,to explore the evolution of the path of the doctoral admissions system in China,so as to grasp the reform direction of the doctoral admissions system in China's colleges and universities,and judge future development trends.Repeat the analysis of the status quo.Taking Tsinghua University as an example,to sort out the reality of the "application-review" system of Tsinghua University doctoral admissions,to explore the main problems that have arisen in practice,and to analyze the practical deficiencies of the doctoral admissions system,which are centered around different subjects.Perform cause analysis to provide problem targeting for subsequent countermeasures.Finally,carry out countermeasure research.On the basis of theoretical research,comparative research,historical investigation,and status quo research,the author proposes countermeasures and suggestions for the reform of the "application-review" system for doctoral students in China from the perspectives of goals,values,system reform,and mechanism innovation.The innovations of this dissertation mainly include the following two points: First,from the perspective of modern governance theory,the value orientation difference of the three types of stakeholders in the "application-review" system of university doctoral admissions is "application-review" Systematic discussions on conflicts of interests,conflicts of interests,and adjustment of problems and contradictions.Second,the system of doctoral and graduate admissions in colleges and universities is divided into three stages: single government-led,government college collaboration,and government co-governance.The transformation of multi-subjects co-governance,the transformation of value orientation from fairness to quality,transfer of enrollment from a single method to multiple methods,and the evolution of the content from a single knowledge to comprehensive literacy.
