With the reform of the doctoral enrollment system in China,more and more colleges and universities are participating in the pilot of the "application-assessment" system of doctoral enrollment.This paper attempts to analyze the status quo,existing problems and their causes of the implementation of the "application-assessment" system of doctoral enrollment in China from different angles.On the basis of elaborating the concept of stakeholder theory and talent selection,this paper identifies five primary stakeholders of the government,colleges and universities,departments,tutors and examinees.In tracing the change of students' enrollment mode in China,the author finds that the reform has experienced three stages of establishment,adjustment and development,and presents the characteristics of common governance,decentralization and gradual change.Through the analysis of college enrollment files,the author found that "application-assessment" system dominated,the ordinary recruit dominated,mixed mode combines three kinds of forms of the current status of doctoral recruitment reform.Colleges and universities have formed a complete procedure for recruiting and selecting students and have established a secondary organization and management mechanism from school to department to ensure the standardization and order of the "application-assessment" system.The differences of policy objectives of colleges and universities lead to the differences in the application conditions of college candidates.The "application-assessment" system has changed the value orientation and behavior of all stakeholders.In the case of S university,the university plays the role of gatekeepers who stick to the bottom line,who make the basic rules,and who monitor the quality of enrollment in the “application-examination system”.The departments' enrollment autonomy continues to expand,derived from interview links,pre-audit links,defense interviews and other new ways.Many mentors will also adopt personalized examination methods.The "application-assessment" system reduces the preparation time of the examination,and is conducive to the two-way selection of teachers and students and the full display of personal ability,but the examinee will also worry about the fairness of the "application-assessment" system.In a word,the conflict of interest is caused by the contradiction between the public power of enrollment and individual interests,the conflict caused by the different demands of the stakeholders' interests and the conflict caused by the blurring of the boundary between the rights and responsibilities of the stakeholders.In order to improve the "application-assessment" system,this study puts forward some countermeasures and suggestions: standardizing the selection procedure and improving the open system of enrollment information;regulating mentor's power,giving play to the collective decision of expert group;establishing supervision mechanism and the dynamic employment system of tutors;using comprehensive multiple evaluation methods and improving the scientific nature of the examination links;optimizing the application conditions and audit criteria to ensure that candidates are fair in admission.
