| In 2013,the Ministry of Education issued opinions on deepening the reform of postgraduate education,which clearly put forward the establishment of the application and examination mechanism for doctoral candidates.Since then,the number of colleges using this method of enrollment has continued to grow.By now,the application review system has been in operation for more than a decade.This study takes T-university as a case to study the implementation effect of the application review system.Firstly,this study summarizes and reviews the practice process of the application review system for doctoral students in China,and finds that the current application review system has the following four characteristics: the spontaneity of the system implementation,the gradual progress of the system diffusion,the decentralization of the autonomy of admission and the ability orientation of assessment.At the same time,there are also some problems in the application review system,such as unreasonable restrictions on application qualifications and conditions,unclear boundaries of rights and responsibilities,insufficient normative and scientific assessment methods and imperfect supporting mechanism.Secondly,on the basis of the system effectiveness theory,this study extracts the effectiveness evaluation criteria of the application review system,including three dimensions of the effectiveness of system design,the effectiveness of system implementation and the effectiveness of system implementation,and takes T university as a case to study the effectiveness of the system.Through in-depth interviews,this study concludes that the objective of the application review system is both the response to national policies and the appeal of school enrollment reform.The content structure of the system is relatively complete,and the operability of some clauses needs to strengthen.The feasibility of system implementation mainly depends on the technical basis and administrative ability.In terms of the effectiveness of the execution procedure,the application review system shows the following four characteristics: the execution force mainly depends on the collective decision,the external system needs to be improved,the execution depth of the preliminary review system and the supervision mechanism is insufficient,and the responsiveness of the system execution is different among groups.In terms of the effectiveness of system implementation,the application review system has some problems,such as low public awareness,limited social benefits,insufficient moral quality inspection,fairness and increased risk of breach of contract.However,the scientific nature of the system and the effectiveness of selecting top-notch innovative talents are highly recognized,and the overall benefits of the system are positive.Finally,this paper puts forward the corresponding optimization Suggestions for the problems exposed in the implementation status of the application review system in China and the evaluation of the effectiveness of the implementation of the case university system. |
