As an important breakthrough of doctoral training mechanism, the doctoral enrollment system reform plays a potential role in selecting high-quality students and improving the quality of doctoral education.Our doctoral admissions use the "application-assessment" system. This new way is aimed at selecting top-notch innovative talents who has research potential and innovation ability effectively, ensuring the quality of doctoral students, improving the training quality of PhD students and meeting the needs of the construction of an innovative country in China. By researching the policy text about "application-assessment" system of pilot college, this article summarizes the reasons of its implementation, the situation of its implementation, the policy content and characteristics based on the theory of stakeholder.Moreover, surveys on the students who enter school by the "application-assessment" system in five pilot college of Wuhan are also conducted by using the method of questionnaires. This research mainly survey the implementation of each link about the "application-assessment" system. It is found that PhD students have different opinions on the policies of "application-assessment" system in recent years.(1)In details, the overall effects of these policies are worth approving, which have scientific and reasonable evaluation standard, reduce the examination cost of the examinee, expand the recruitment of students autonomy of teacher, improve the effectiveness of selecting talents and become the mainstream of future doctoral admissions trend.(2)There are some problems in the implementation of these policies, such as the public information of college enrollment are limited, the threshold of application is too high, the supervision mechanism is lack, the admissions procedures is not justified and the doctoral tutor abuse rights.Therefore, in order to further improve the system of "assessment-application", this study tries to propose several policies and suggestions on the basis of analyzing theexisting problems on implementation: strengthening the national macro guidance, I mproving the recruitment of students information public work, setting up a scientific and reasonable application standard, improving the supervision mechanism, controlling the rights of doctoral tutor and implementing the doctoral elimination mechanism.
