In recent years,some high level universities in China have implemented the"application-assessment" system in the enrollment of Doctoral students.The"application-assessment" system is conducive to the selection of high-quality talents with innovative spirit and scientific research ability,and to the improvement of the training quality of doctoral students.The most successful and mature selection system for doctoral candidates is the United States in the world.Its "application-assessment"system has formed a sound system.Therefore,it is particularly urgent and important to conduct a comparative study on the "application-assessment" system of doctoral students enrollment in China and the United States.This research mainly adopts literature research,comparative research and case research method.It makes a comparison between China and the United States from the four aspects of enrollment index system,application system,assessment system and admission system,so as to seek for reference for the perfection and development of the"application-assessment" system of doctoral students enrollment in China.In addition to the introduction and basic conclusions and recommendations,this study is divided into four parts.The first part is the comparison of enrollment index system.The enrollment index system is divided into two dimensions:the enrollment autonomy and the determination basis of enrollment index.The enrollment of doctoral students in the United States shows the characteristics of market dominance.China shows the characteristics of administrative dominance,the placement of enrollment indicators need the approval of administrative departments of education.The second part is the comparison of application system.The application system is divided into two dimensions:the application requirements and the application method.Universities in both China and the United States have certain qualifications for doctoral candidates in order to screen out those who meet the requirements.The application requirements of American universities show some flexibility,while Chinese universities are more strict.The third part is the comparison of assessment system.Assessment system is divided into two dimensions:assessment method and assessment content.Universities in both China and the United States require applicants to take certain written tests and interviews,but the test organizers and organization procedures are different,and the eassessment content is also different.American universities pay more attention to the comprehensive quality of applicants,while Chinese universities pay more attention to the scientific research ability of applicants.The fourth part is the comparison of admission system.Admission system is divided into two dimensions:admission criteria and admission methods.Admission is the last step in the recruitment of doctoral students.It is of vital importance.Both China and the United States implement the "application-assessment" system,which does not take the examination score as the only standard for talent selection.However,both countries show different characteristics in the clarity of admission criteria and the issuing form of admission letters.
