The excessive extracurricular burden of primary and secondary school students is an important problem that puzzles the comprehensive implementation of quality education in the current basic education stage in China. The existing researches put forward a series of countermeasures and suggestions from the aspects of making educational policies, improving and developing school education, and correcting the guidance of public opinion,to promote students' burden reduction.Parents,as the leaders in the decision-making of whether students participate in extracurricular tutoring, guide parents to look at extracurricular tutoring rationally, which is also of great significance to reduce the extracurricular burden of primary and secondary school students. At present, the research on the causes of parents' decision-making behavior in extracurricular tutoring mainly focuses on a single dimension of cognition or environment, but they are not integrated for research.According to the theory of social cognitive occupation, cognitive and environmental factors will jointly influence individual decision-making behavior. Therefore, based on the theory of social cognitive occupation and the theory of expectation inconsistency, this study constructs the decision-making model of extracurricular tutoring for junior high school students' parents and holds that factors such as family socioeconomic status, the expectation of academic results, parents' educational expectation and expectation inconsistency jointly affect parents' extracurricular tutoring decision-making behavior. To verify the above hypothetical model,5268 parents from grade one to grade three in 13 middle schools in Lanzhou,Baiyin,Zhangye, and Wuwei of Gansu Province were selected as the research objects, and the hypothetical model was tested by structural equation model technology.Through data analysis,it is found that:(1)Family socioeconomic status has a significant positive predictive effect on parents' extracurricular tutoring decision-making behavior.Parents with higher socioeconomic status are more likely to choose extra-curricular tutoring for their children.(2)Parents' educational expectation has an important influence on their extracurricular tutoring decision-making.Parents expect their children to have higher academic qualifications in the future, and they are more likely to let their children take extra-curricular tutoring. Moreover, parents are more likely to make extracurricular tutoring decisions when their children's current academic performance is lower than their expectations; When their children's current academic performance is higher than their expectations, parents are less likely to choose extra-curricular tutoring for their children. Therefore, this study puts forward corresponding countermeasures and suggestions:(1)Improve the talent evaluation mechanism to reduce parents' expectations of academic results.(2)Promote the commercialization of education and reduce parents' tutoring needs.(3)Guide parents to change their traditional educational concepts and reasonably set their educational expectations for their children.(4)Optimize the educational compensation mechanism and increase the educational opportunities for families with low socioeconomic status.
