In recent years,local governments such as Qingdao have taken the lead in passing local legislation to give teachers the right to discipline.Later,the Mini stry of Education issued departmental regulations on education discipline,clarifyi ng that teachers have the responsibilities and powers to discipline students.Faci ng the new document policy,teachers' perceptions and implementation of educ ational punishment have presented many problems.These problems often spread and ferment quickly through the channels of mass media,affecting the hearts of many people.Teachers have a correct understanding of educational punishme nt,and the scientific and reasonable implementation of educational punishment will not only help students correct their problem behaviors and develop in a bet ter direction,but also help further improve my country's educational punishment implementation rules,so that education punishment can be effective Play a bett er role and value within a reasonable range.This research takes the teachers of H primary school in Qingdao as the res earch object,comprehensively uses the literature method,the questionnaire meth od and the interview method,combined with the "Primary and Elementary Educ ation Disciplinary Rules(Trial)" this departmental regulation,starting from the t wo perspectives of cognition and implementation.The five aspects of responsibil ities,principles,methods,prohibitions,and powers and responsibilities of educati onal punishment have been studied.The investigation found that teachers' perc eptions of educational punishments have not yet clearly defined their own respo nsibilities for punishment and their understanding of the principles of punishmen t.Deviations or even errors,ambiguity in the prohibition of educational punish ment and the forced responsibility of the teacher to bear the disciplinary respon sibility;in the implementation,there are teachers who dare not punish,use disci plinary methods more frequently,tend to traditional general disciplinary methods,and violate the disciplinary prohibition.Circumstances and disciplinary responsi bility are mainly borne by teachers and other issues.The reasons behind it are: the implementation rules of education punishmen t are not yet complete,and its publicity and implementation work needs to be strengthened;schools lack supervision of teachers,school rules and class rules a re not perfect;teachers lack in-depth understanding and learning,and some teac hers' personal qualities need to be improved.Educational punishment methods ar e single and lack of communication with students and parents;parents' wrong disciplinary concepts and the oppressive role of public opinion.In order to solve the current problems,corresponding countermeasures and suggestions are put forward: further refine the disciplinary rules,accelerate the s peed and intensity of publicity and enforcement;improve the disciplinary superv ision mechanism,improve the school discipline class rules;strengthen learning,deepen understanding,improve personal quality,and follow Principles of punish ment,diversified punishment methods,strengthen communication and exchanges with students and parents;parents should treat education punishment rationally a nd create a healthy public opinion environment.
