A Research On The Application Of Fourth Generation Evaluation Method In Social Work Service Projects

In the context of the modernization of national governance capacity,social work service projects are the main form of government purchasing social work services.It is necessary to evaluate social work service projects to fulfill social responsibility and promote social work.At present,the evaluation of social work service projects in China mostly remains at the level of simple supervision and statistics,and there are some problems,such as emphasizing quantification,undervaluing development,stressing system unity,undervaluing differences,emphasizing management tendency,and undervaluing equal consultation.As a popular evaluation method in foreign countries,fourth generation evaluation advocates the spirit of democratic evaluation and puts forward a complete 12-step evaluation method,which is of great benefit to solving the existing problems in the evaluation of social work service projects.This paper uses the case study method,which fourth generation evaluation method applied to the Y social work service project in Yangzhou,and adopts the data collection method of participatory observation and in-depth interview.To verify the application effect of fourth generation evaluation method in the evaluation of social work service projects,and summarizes applicable steps,steps requiring revision,and steps not applicable.And the paper will form the general process and specific content of fourth generation evaluation method in the evaluation of social work service projects,which provides a new way to evaluate the social work service projects purchased by the government.The study shows that compared with the original 12-step evaluation method,the new method retains 11 original steps,adds application step and quality evaluation step,and modifies the original recycling step as the next evaluation step.Finally the complete steps of fourth generation evaluation method applied in the social work service project are concluding a deal,organizing the implementation of evaluation,defining stakeholders,testing and expanding stakeholders' co-construction,selecting CC&I which has been solved,prioritizing unresolved projects,collecting information,preparing the agenda for negotiation,negotiation,application,report,quality evaluation and next evaluation.
