my country's public universities are the main providers of higher education services and shoulder the important mission of delivering outstanding talents to the country.With the continuous deepening of my country's economic and political system reforms,public colleges and universities have also carried out corresponding reforms and innovations to meet the needs of social development.At present,General Secretary Xi Jinping has put forward an important exposition on the reform and development of higher education,and it is clear that the construction of a modern university system should be promoted with the improvement of the corporate governance structure of colleges and universities as the center.my country's public colleges and universities are colleges and universities under the leadership of the party.Therefore,on the basis of unswervingly implementing the party's educational principles and policies,exploring the corporate governance structure of colleges and universities suitable for my country's local conditions will help promote the connotative development of my country's higher education field.Taking the reform process of public institutions as the policy background,this paper divides the historical evolution of the reform of the corporate governance structure of public universities into three stages: the early stage of the reform of public institutions,the exploration period of reform of public institutions,and the deepening period of reform of public institutions.This paper sorts out the system construction and reform pilots of the legal person governance structure of public universities in order to explore the asymptotic characteristics and Chinese characteristics of the improvement of the legal person governance structure of public universities in China.In the specific research process,this paper comprehensively uses the literature analysis method,the comprehensive induction method,the case and comparative analysis method,and conducts an in-depth discussion on the problems to be solved in the reform of the corporate governance structure of public colleges and universities.For example,the effectiveness of the implementation of the university constitution needs to be strengthened,the leadership system of the university still needs to be improved,and the operation efficiency of the academic committee of the university needs to be improved.And comprehensively apply the new public service theory,the theory of public affairs legal person,and the theory of modern university governance,from the continuous optimization of the leadership ability of the party committees of public universities,the innovation of the selection and performance guarantee mechanism to strengthen the principal responsibility system,and to strengthen the establishment of the legal person charter of public universities.Participation mechanism construction and improvement Specific countermeasures and suggestions are put forward in terms of the supervision mechanism of the implementation of the legal person charter of public universities,the improvement of the selection system of academic committees of public universities,and the improvement of the operation mechanism of academic committees of public universities.
