The Historical Outlining And Realistic Thinking On The Reform Of College’s Internal Governance Structure In Universities

Taking the deepening of comprehensive reform of higher education as a strategic opportunity,colleges actively explore the path and way of internal governance structure reform of themselves,which is an important way and means to comprehensively promote the construction of double first-class,promote the connotative development of higher education,and promote the modernization of school running system and governance capacity.College governance refers to the process,which all stakeholders actively participate in the cultivation of talents,scientific research and social services organized by the college to achieve the balance and cooperation of power and maximize the mission of college.Colleges(departments)are an important grassroots organization of a university,its transformation provides the fundamental driving force for the development of the university.Therefore,stimulating the vitality of the college and improving its governance ability are the most important aspects of university governance.This paper sorts out the reform process of the internal governance structure of the college,summarizes the reform experience,and proposes improving suggestions for the existing problems in order to better promote the college governance reforms and enhance governance capabilities.Guided by governance theory,stakeholder theory,and system theory,this article discusses issues related to the reform of the internal governance structure of the college.Firstly,according to the characteristics of the reform in a specific period of time,the internal governance structure of the college was divided into three stages: the exploration period,the deepening period,and the sound period.Secondly,it summarizes the basic experience of the reform of internal governance structure of colleges in universities in China according to the historical review and the investigation on the construction of the academic committees of Chongqing University,including gradually strengthening the party’s leadership,promoting the diversification of governance subjects,attaching importance to the position and role of professors’ scholarship in college governance,adhering to the pilot first comprehensive advancement path and maintaining the consistency with the reform and development of the country,society and universities and so on.Thirdly,it deeply analyzes and reveals the current problems and deficiencies in the internal governance structure of colleges of universities in China,including the lack of clear boundaries of the internal governance of college,the imperfect power operation mechanism of the internal governance of college,the existence of pan-administrative phenomenon of the internal governance of college,and the imperfect mechanism of the related subject’s participation in the internal governance of college,the imperfect college governance system and so on.Finally,it adheres to the problem-oriented and puts forward targeted countermeasures and suggestions of the improvement of the internal governance structure of the college,such as rationalizing the two-level management system of the university and college,improving the internal governance structure of the college with equal participation of multiple subjects,improving the operation mechanism of the internal governance structure of the college,and strengthening the system guarantee of the internal governance of college under the guidance of the university constitution,promoting the deep awakening of the cultural spirit of governance of college,dealing well with the relationship between internal governance and external governance,and promoting the modernization of college governance by using of big data and other modern information technologies and so on.
