This research is an effective teaching strategy with ACT-R that focus on the knowledge points of senior high school vector. This research can help students to expand their problem-solving thinking,to cultivate their mathematical thinking,to develop their operational capability and logical reasoning ability,to develop the core mathematical literacy. This research finds that the main problems in vector teaching in senior high school are two parts.First is teachers' part. They do not study textbook deeply, they rely on teaching auxiliary and teaching references, they neglect students' actual learning situation, they neglect concept teaching in teaching process, they are lack of effective cultivate of students' mathematical ability. Then is students' part. They cannot understand the concept of vector well, they rely on rote memorization, and they do not apply well.Based on the theory of ACT-R,this research puts forward some suggestions and strategies for vector teaching in senior high school from the angle of cultivating the core quality of mathematics. In daily teaching, teachers should focus on strengthen the understanding of vector and its' relationship between other subjects.Teachers should use method of analogy to introduce the concept of vector and the concept of study vector.Teachers should focus on the correct understanding and mastery of vector language, using analogy quantity can help to understand and master vector operational capability.Teachers should focus on vector's application and practice through case study, effective practice and feedback.Teachers should focus on cultivating students' mathematical thinking and mathematical ability, developing the core mathematical literacy.
