The development of post-service training for primary and secondary school teachers in Russia can be traced back to the middle of the 19 th century and took shape in the Soviet Union.During this period,post-service training for primary and secondary school teachers formed a relatively systematic training system.After the disintegration of the Soviet Union,post-service training for primary and secondary school teachers experienced a temporary stagnation or even decline.In order to reverse this situation,Russian President Putin guaranteed the quality of post-service training for primary and secondary school teachers from the aspects of finance and policy.China and Russia kept the similar development backgrounds in the development of teacher education.Post-service training of teachers was influenced by the Soviet Union.Post-service training of primary and secondary school teachers in the Soviet Union was mainly centralized and unified by the state.After the collapse of the Soviet Union,Russia actively explored the development path of post-service training for primary and secondary school teachers in combination with its national conditions.The state issued a series of standards to promote the professional development of teachers and relevant policies to promote the development of post-service training for teachers.With the introduction and implementation of policies and standards,post-service training of Russian primary and secondary school teachers has been further developed and improved.This paper tries to clarify the theoretical basis,development and evolution of post-service training of teachers in primary and secondary schools in Russia,and analyzes its form,content,system guarantee,characteristics and effectiveness,in order to obtain useful enlightenment and reference for post-service training of teachers in primary and secondary schools in China.This study is divided into seven parts,the introduction part mainly expounds the reason of the topic,research significance and purpose,methods and ideas and literature review.The first chapter discusses the theoretical basis of post-service training for primary and secondary school teachers in Russia,based on lifelong education theory,teacher professional development theory and teacher quality structure theory.The second chapter from the inheritance and development of post-service training for Russian primary and secondary school teachers to understand the development and evolution of post-service training for Russian primary and secondary school teachers and the shortage of teachers,quality decline and other practical problems.The third chapter studies the form and content of Russian primary and secondary school teacher training.In view of the problems facing Russia to take different forms of training,introduced the seminar,the construction of electronic portfolio,self-education,vocational skills competition,network training of different organizations to carry out different forms of training;In terms of training content,Russia's primary and secondary school teachers training focuses on the implementation of teachers' professional standards promulgated by the federal state,and combined with its own specific conditions to carry out the corresponding training project,introduces the Moscow state normal university to organize the implementation of middle school mathematics teacher's training program and rural teacher's interdisciplinary teaching English training program.The fourth chapter studies the institutional guarantee of Russian primary and secondary school teachers' post-service training,through the teacher appraisal system and teacher training system,to ensure the motivation and opportunity of post-service training of teachers.The fifth chapter summarizes the characteristics and implementation effects of post-service teacher training in Primary and secondary schools in Russia through evaluation and analysis.Chapter six analyzes the development status of post-service training for primary and secondary school teachers in China and puts forward enlightenment and reference from the main body,form content and evaluation mechanism of post-service training.
